Description
REDACTED MFR Memorandum for Record27 September 2011 SUBJECT: Soliciting from a Single-Source from Patriot Technologies, Inc for PD ALTESS. 1. In accordance with FAR 13.106-1(b)(1), "for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source available," Patriot Technologies, Inc of Frederick, Maryland is solicited for a quote for WEBSENSE V5000 Appliance and Support upgrade and licensing. 2. Basis for solicitation of a single source is that PATRIOT Technologies, Inc is the contractor deploying the WEBSENSE System; therefore, a seamless transition will be gained by deploying Patriot Technologies' upgrades saving time and money and licensing. Conversely, using a different contractor will incur potential licensing issues, exorbitant restructuring/configuration costs, training and delayed time for synchronization of their upgrades with the Patriot Technologies' WEBSENSE system. 3. Market Research was conducted by of PD ALTESS. Market research consisted of searching the worldwide web, to include the Government-wide contracting vehicles, to identify vendors that had the potential of providing Customer Survey software. There are several of them, but none can provide a seamless system upgrade transition along with allowing us to own a license that can be placed on our servers without incurring unreasonable costs and time considerations. 4. Based on the above rationale, the undersigned Contracting Officer has determined that an award to Patriot Technologies, Inc is in the best interest of the Government. 5.
