Description of Supplies/Services Required to Meet the Agencv's Needs: Item: WINTER RECYCLER SND580 -18 Tons/HR- 75-175 CU YDS/HR -Automatic Ignition Fired 5,800,000 BTU HR RIELLO Burner -Set up to run on # 2 Diesel Fuel -30-40 US Gallons Per Hour -Fuel Tank = 200 US Gallons -Snow loading access on BOTH SIDES -Water Tank capacity is 330 US Gallons -Weight with Fuel and Water is approx.lO,OOO-lbs. / Empty 6000-lbs. -16' Long x 6'3" Wide x 6' High - Towing Speed @ EMPTY = 65 MPH / FULL 50 MPH -Three (3) Clean-Out Doors with Operating Enclosures -Heavy Duty DUAL-AXELED Trailer with Electric Brakes, Turn Signals, Marker Lights with Pintle or Preferred Towing -Self-Contained 20KW Generator / Generator Battery Charger -Key Switch to engage power -One (1) Water Recalculating Pump and Three (3) Spray Bars -Auxiliary Power Plug is wired to Battery Charger, Generator Block Heater and Control Panel Heater when WINTER RECYCLER not in use or generator is off. -Concentrated Debris Collection area in rear of Recycler with "Removable Tray" 4.Statutory Authority Permitting Other than Full and Open Competition: ( X) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority) a. Only One Responsible Source The SnoDragon SND580 is the only snowmelter designed to be towed with a full load of water and fuel. It has been specifically designed to have the capability of being used on the top decks of parking garages. The unique clean out system allows for cleaning of debris without having to drain the water from the hopper. The compact size of this unit fits with the facilities geography in a compact urban setting. Also this is the only US manufactured unit of this type. Parts and service are Page 1 of 3 locally available and can be obtained within hours of the need. This is a critical requirement for the Service. It would be an undue burden to impose delays for parts and service coming from Canada during a snow emergency 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research shows that there are no other US manufacturers of a comparable unit. Internet research located a Canadian company (Trecan) that manufacturers a unit with the same capabilities. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Trecan is a large business in Canada. Their pricing for a comparable unit is also $185,000. However, the Government will incur additional shipping charges estimated to be around $4,000. No other sources of this type of equipment were located. In accordance with FAR 13.106-3, pricing for this unit is deemed fair and reasonable based upon the market research conducted and identified in this paragraph. 8.Description of the Market Research Conducted and the Results. or a Statement of the Reasons Market Research Was Not Conducted: Internet searches were conducted and only one other unit with the specific characteristics could be found. Most units are either permanently installed in or above ground or are too large and heavy to be used in parking garages. A large business in Canada sells the only other comparable unit at the same price. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: Sourcing to a small business in the US is preferable to sourcing to a large business in Canada. Additionally, there is an added burden when parts and service are required. Inclement weather emergencies will not provide time for parts and service to be handled from Canada. If equipment is purchased from the US company, service and parts are local (Worcester MA). 10. Listing of Sources that Expressed. in Writing. an Interest in the Acquisition: See Section VI above. 11.A Statement of the Actions. if any. the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The agency does not plan to purchase more than a single unit.
