- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. See attached Solicitation: Technical Requirements: 5.1 WIPE/CLEAN/DISINFECT. The Contractor shall perform the following services in the areas identified in the floor plans and at the frequencies indicated in the task list. The contractor shall maintain an adequate supply of toilet paper, paper towels, and soap in the latrines at all times to include adequate supplies to last through drill weekends. These items of supply shall fit existing dispensers and be installed in the dispensers as needed. 5.1.1 Toilets, Urinals and Lavatories. The interior and exterior surfaces of all toilet bowls, urinals, lavatories, dispensers, and other related surfaces shall be cleaned using a disinfectant solution. All partitions, stalls, stall doors and wall areas adjacent to wall mounted lavatories, urinals and toilets shall be cleaned using a disinfectant solution. After cleaning, surfaces shall be free of encrustation, water rings, bacteria, scale, mildew, mineral deposits or rust stains. 5.1.2 Showers. All shower interior and exterior surfaces shall be cleaned with a disinfectant solution. After cleaning, surfaces shall be free of encrustation, water rings, bacteria, scale, mildew, mineral deposits or rust stains. 5.1.3 Traps. All traps and strainers in lavatories, slop sinks and urinals shall be cleaned with a disinfectant solution and shall be free from odor at all times. Contractor shall ensure all traps are filled with water to ensure odors do not escape. 5.1.4 Mirrors. All mirrors installed in the latrines and throughout the building(s) shall be cleaned with an acceptable cleaner and polished dry. There shall be no traces of film, dirt, smudges, water stains or other foreign matter. 5.1.5 Fixtures. All chromium fixtures and pipes shall be cleaned using a disinfectant solution, rinsed, dried and polished. All other metal type fixtures, paper holders, etc. shall receive the same treatment with the exception of painted fixtures, which shall be cleaned with a mild detergent solution and wiped dry. 5.1.6 Drinking fountains. All drinking fountains shall be cleaned with an appropriate detergent or neutral soap to present a spotless condition. Chrome fittings and drain bowl shall be wiped with a clean, damp cloth. 5.2 REMOVE TRASH/RECYCLE. The Contractor shall perform the following services in the areas identified in the floor plans and at the frequencies indicated in the task list. 5.2.1 Trash Containers. All trash containers within the area shall be emptied and returned to their initial locations. Boxes, cans, papers, etc. placed near a trash receptacle and marked "trash" shall be removed. All waste from such trash receptacles shall be removed from the area and emptied into the nearest outside trash collection container. The contractor shall pick up any trash that may fall onto the facility or grounds during the removal of such collected trash. All waste containers must have plastic trash can liners of the appropriate size. The Government shall furnish all trash containers. 5.2.2 Recycle Bins. Recycle bins shall be emptied and a new collection bag installed weekly or at the frequency listed on the task list for cleaning the room where the bin is located. 5.2.3 Police Grounds. Grounds areas immediately outside all exit doors and the areas around the designated smoking shelters shall be policed one (1) time per week. Cigarette receptacles shall be emptied. "Police" means that all tree limbs (fallen naturally with no size or weight limits), scrap lumber, boxes, paper, bottles, cans, plastic, wire, bricks, concrete blocks, pieces of metal, pieces of concrete, and other debris located within the area, shall be collected and removed from the facility grounds by the contractor (not deposited in dumpsters). The origin of the debris does not relieve the Contractor from policing the area. 5.3 SWEEP/VACUUM. The Contractor shall perform the following services in the areas identified in the floor plans and at the frequencies indicated in the task list. 5.3.1 Hard Flooring. All accessible areas shall be swept. After the floor has been swept, the entire floor surface, including corners and abutment, shall be free of litter, dust and foreign debris. Chairs, trash receptacles and easily movable items shall be tilted or moved to sweep underneath. 5.3.2 Carpeted Flooring. All accessible areas shall be vacuumed. After being vacuumed, the carpeted floor/area shall be free of all visible litter and soil. Spots smaller than 2 square feet on carpets, rugs or mats shall be removed as soon as noticed. Any spots larger than 2 square feet, and all tears, burns and unraveling shall be brought to the attention of the Facility Manager. 5.3.3 Dust Mats. If dust mats are present at any entrance/exit doorways, the contractor shall shake them out to remove any visible litter and return to their original position. 5.3.4 MOP. Wet Mop Floors All accessible areas shall be mopped. Chairs, receptacles and easily movable items shall be moved to mop underneath. Prior to being wet mopped, all areas to be mopped shall be swept to remove litter, dust, and foreign debris from the floor surface. All floors shall be swept and wet mopped with disinfectant detergent. All surface areas of floors shall be clean and have a uniform appearance with no streaks, swirl marks, detergent residue or evidence of soil, stains, film, debris or standing water. There shall be no splash marks or mop steaks on walls, partitions, baseboards, commodes, furniture, walls, baseboards, etc., or mop strands remaining in the area. The Contractor shall not mop wooden or carpeted floors. 5.3.5 SPRAY BUFF. Prior to being sprayed or dry buffed, floor surfaces shall have been swept and wet mopped. It is suggested that a single disk floor machine, buffing pad and spray bottle with spray buffing solution be used to restore a uniform floss and protective finish to resilient tile and terrazzo floors. The spray buffing solution shall be prepared by following the manufacturer's instructions or by mixing a solution of equal parts water and floor finish of the type already on the floor. All areas accessible to the floor machine shall be sprayed or dry buffed. After buffing, the entire floor shall have a glossy appearance, free of scuff marks, heel marks and other stains and shall have a uniform coating of floor finish. All spray buffing solutions shall be removed from baseboards, furniture, trash receptacles, and any other non-floor surface. 5.3.6 CARPET SHAMPOOING. Shampooing of carpet may be performed by the wet method (including steam). If the wet method is used, precautions shall be taken to avoid the use of soap, ammonia, washing soda or strong household cleaners. Rugs / Carpets shall be thoroughly vacuumed to remove soil prior to shampooing. After shampooing, rugs and carpets shall be free of streaks, stains, and spots and shall have a bright, uniform color. 5.3.7 STRIP AND WAX. 5.3.7.1 WAX STRIPPING. Floors shall be stripped of old wax using an approved stripping agent for the particular type of floor covering. Caution shall be exercised to prevent damage to floors, walls, baseboards, furniture and equipment. Following stripping the floor shall be allowed to thoroughly dry. 5.3.7.2 WAXING FLOORS. Following stripping and after the floor is thoroughly dry, a minimum of two (2) coats of wax shall be applied. Wax shall be of a non-flammable, nonslip water emulsion finish wax (suitable for use on linoleum, rubber, asphalt tile, vinyl tile, sealed wood, concrete, terrazzo and other commonly used interior floor coverings) shall be applied and allowed to set. Floors shall present a clean appearance free from scuff marks or dirt smears. Luster shall have a uniform equal wax distribution throughout the floor area. The contractor shall ensure that no wax is splashed on walls, baseboards, furniture or other surfaces. If such material is splashed on these surfaces, the contractor shall immediately remove same. Wax shall be buffed to a uniform sheen leaving no heavy brush marks. 5.4 CONSERVATION OF UTILITIES. The contractor shall make sure employees practice utilities conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include: 5.4.1 Lights shall be used only in areas where work is actually being performed. 5.4.2 Contractor's employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. 5.4.3 Water faucets or valves shall be turned off when not in use. 5.5.4 Electrical appliances shall be operated only when necessary to complete contract work. 5.5.5 Government telephones shall not be used for personal reasons nor any toll or long distance calls. 5.6 FREQUENCY OF SERVICE. The frequency of service for each facility shall be in accordance with the "Task List" which was provided to Contractor prior the awarding of this contract and said "Task List" is hereby made a part of this contract. Items included on said "Task List" are subject to being deleted or changed, or new items added, as well as their frequency, to meet the needs of the Government. Changes, additions or deletions to the original "Task List" included in this contract will result in an appropriate change to the cost of this contract unless otherwise mutually agreed to by the Government and Contractor. No change in service or areas to be serviced is authorized unless the Contracting Officer issues a change order before such services are accomplished. 5.7 CONTRACT TASK LIST. The contract Task List details the work and frequency that is to be performed in each room of the building. Cleaning that does not have a frequency on the Task List is to be considered omitted from this contract and therefore the contractor is under no obligation to perform such service for that room or for the entire facility if the column is left blank. All cleaning under this contract is conducted on a routine or periodic basis. The frequency for routine cleaning ranges from 5 days a week to once a month. Periodic cleaning is done either once or twice a year. It is the responsibility of the contractor to verify the need and frequency of all services on this contract by reviewing the task list and noted on the Task List. 5.8 The Government shall not be liable for loss or damage to the Contractors or Contractor employee's property, equipment, or materials or the Contractors privately owned possessions. 5.8.1 The Contractor shall use materials, tools, chemicals, detergents, floor finishes, sealers, equipment, and supplies that conform to the requirements listed in this contract. 5.9 The Contractor shall use tools and equipment of a designed type, size, rating and power for the intended use and shall be kept in a safe and operable condition at all times. 5.10 All equipment shall have bumpers and guards to prevent marking or scratching of fixtures, furnishings or building surfaces. 5.11 All electrical equipment shall operate using existing building circuits. 5.12 The contractor shall furnish and use beater-bar type vacuum cleaners for carpeted floors. 5.13 Chemicals used in the performance of the work shall be purchased and issued to the Contractor's employees in the original manufacturer's containers. All such containers shall identify the type of chemical, instructions for use, dilution, and any hazard warnings. 5.14 Products used shall be components that are formulated to be chemically compatible. Products shall be recommended by the manufacturer for their intended use, shall be compatible with other manufacturer's products for their intended use, and shall have been available in the market for commercial use for at least 2 years. Manufacturer's published data will be the only acceptable evidence of materials meeting this requirement. 5.15 All supplies, equipment and machines shall be kept out of traffic lanes or other areas where they might be hazardous and shall be secured at the end of each work period in lockers or other facilities provided for this purpose. Cloths, mops or brushes containing a residue of wax or other combustible material subject to spontaneous ignition shall be disposed of or stored in Contractor furnished tight metal containers outside of Government buildings. All dirt and debris shall be disposed of by the end of the workday in outside containers. Cleaning solutions shall be disposed of off Government property in compliance with industry and Environmental Protection Agency guidelines
