Description
SUBJECT: ARCHITECT-ENGINEER SERVICES: TITLE I, TITLE II, AND OTHER ARCHITECT-ENGINEERING SERVICES TO ADMINISTER, COORDINATE AND TECHNICALLY SUPPORT FACILITY SUSTAINMENT, RESTORATION AND MODERNIZATION AND ENVIRONMENTAL STUDIES AND RESTORATION PROGRAMS OF INTEREST TO THE 914 AIRLIFT WING, AT NIAGARA FALLS AIR RESERVE STATION, NIAGARA FALLS, NY. POC: Bernita Kitchens, Contract Specialist, (716) 236-2307, bernita.kitchens@us.af.mil DESC: NAICS 541310 (Architectural Services) applies to this acquisition, with a size standards of $4.5 million. The 914 Airlift Wing, Niagara Falls Air Reserve Station (NFARS), NY desires to contract with Architect-Engineer (A-E) firms to perform Title I, Title II, and other A-E services to administer, coordinate, and technically support facility sustainment, restoration, and modernization (SRM) and environmental studies and restoration programs of interest to the 914 Airlift Wing at Niagara Falls Air Reserve Station, Niagara Falls, NY. The work includes all efforts necessary to manage and execute Title I, Title II, and other A-E services for traditional A-E Services for design and construction oversight supporting SRM and Environmental Studies and Restoration programs. Title I services include field investigations and surveys (topographic, geotechnical, etc.); similar fact finding surveys of the site essential to proper design; prepare reports and similar services not involved in the preparation of designs, plans, drawings, and specifications. These services also include those items normally furnished by an A-E in the actual preparation of the design documents (plans, drawings, estimates, specifications, submittal register etc.) and include visual inspection of the site or facility for familiarization with scope, general conditions, and coordination with using activities. Title II services include those items involving inspecting, monitoring, and evaluating construction activities to validate conformance to plans and specifications, including reviewing, evaluating and testing product submittals and shop drawing; and preparation of construction contract modifications. Other A-E services include services that are design and construction related but are not connected with a specific construction project. The services consist of developing design criteria, fact finding studies, surveys, investigations, and the performance of environmental projects involving prevention, compliance, and restoration when the services of registered architects or engineers are required. Excluded are services that need not be performed by a registered engineer or architect such as providing design and construction equipment or computer programs. Projects under this contract include major renovations, repair, alteration and additions to existing buildings and facilities associated with those structures (water systems, utilities, parking areas, roadways, aircraft taxiways and aprons, etc), interdisciplinary environmental investigations, studies, inspections, designs and related planning, engineering permit preparation. Specific task categories include: environmental impact process analysis (EIAP), hazardous waste materials management to include site inspections (Resource Conservation and Recovery Act (RCRA) or Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)) and remedial investigations, feasibility studies, corrective measures studies, and remedial measures conducted under RCRA or CERCLA; hazardous waste and materials minimization, pollution prevention programs, remedial action/corrective measure design and implementation, Environmental Safety and Occupational Health Compliance Assessment and Management Program (ESOHCAMP) and corrective actions to include air, water, wastewater, hazardous waste, hazardous materials, underground and aboveground storage tanks, asbestos, lead-based paint, PCB's noise, solid waste, cultural and natural resources, NEPA documents and environmental assessments. Demolition of some existing structures may be necessary and the demolition may involve removal and disposal of asbestos and lead-based paint. These projects will be designed using English and soft metric system of measurement. The A&E firm must be capable of timely responding to and working on multiple task orders concurrently involving multiple Engineering Disciplines. Interested firms must be capable of demonstrating they have the capabilities to include staff size and location to provide for a rapid response to all requests for services. A-E selection procedures will be used to competitively award two (2) indefinite-delivery-indefinite-quantity (IDIQ) contracts to small business set-asides. Based on historical usage rates, as well as projected needs, this requirement will have an estimated program ceiling of $5M. The total dollar value of all orders placed on all contracts awarded will not exceed the total program ceiling. The dollar amount of orders placed on any one contract cannot be determined in advance. There is a minimum order amount guarantee of $10,000 per contract, which will be issued at contract award. The minimum task order amount shall not be less than $5,000.00. Each individual delivery order issued under this IDIQ contract shall not exceed $299,000 in fees. Each basic ID/IQ contract will have a basic ordering period of one (1) year with a Government option of four (4) additional years. The basic ID/IQ contract will be structured to allow for the issuance of Firm-Fixed Priced (FFP) delivery orders. The delivery orders will be used to direct performance of the required effort. Submissions of completed Standard Form 330 (SF 330) received in response to this notice will be evaluated by a government board in accordance with PL 92-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36.6 to determine the most highly qualified firms. Evaluation of past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Selection of the A-E firms for these contracts will be based on the following evaluation factors. Not all evaluation factors are of equal weight, with variations from 10 to 30 points. The Pre-Selection Board will use the factors from Criteria 1 through 7 to determine the firms that will be recommended to the Final Selection Board. The Final Selection Board will also use the factors from Criteria 1 through 7 to score the recommended firms by the Pre-Selection Board. The Final Selection Board's subtotals will be recorded. If needed, the Final Selection Board will further evaluate these firms based on interview/discussion and record their scores from Criteria 8 (worth 20 points). These scores will be added to the previous subtotals to arrive at a total point value that will determine the order of recommending the preferred candidates to the contracting officer. (1) PROFESSIONAL QUALIFICATIONS. Evaluations will award up to 30 points based on their judgment of the depth and experience of the firm and other firms submitted as part of the team as well as the professional qualifications of their staff and other firm staff submitted as part of the team. Consider the type and quantity of projects the firm (and associates) have been involved in the past. The preferred, but not limited to, profile code numbers from Standard Form 330 for the type of work required are: a. E09 - Environmental Impact Studies, Assessments or Statements b. E12 - Environmental Remediation c. E13 - Environmental testing and Analysis d. G04 - Geographic Information System Services: Development, Analysis, and Data Collection e. H02 - Hazardous Materials Handling and Storage f. H04 - Heating; Ventilation; Air Conditioning g. H07 - Highway; Streets; Airfield Paving; Parking Lots h. I05 - Interior Design; Space Planning i. L05 - Lighting (Interior, Display, Theater, etc) j. L06 - Lighting (Exteriors, Streets, Memorials, Athletic Fields, etc.) k. O01 - Office Spaces; Industrial Parks l. P12 - Power Generation, Transmission, Distribution m. R06 - Rehabilitation (Building; Structures; Facilities) n. R12 - Roofing o. S13 - Storm Water Handling and Facilities SF 330, Part I, Block E, should show brief resumes of key personnel of the firm/teaming arrangement. The combination of criteria below will be used to determine the ability of the staff to be effective innovative and contribute to the successful completion of project task orders. Responses will be evaluated to determine personnel: a. Education b. Training c. Project Experience d. Professional Registration of Key Personnel (2) SPECIALIZED EXPERIENCE. Evaluations will award up to 20 points based on specialized experience of the firm's staff to the typical requirements that may generated as part of this statement of work and the firm's demonstrated success in specifying the use of recovered materials in construction, and achieving waste reduction and energy efficiency in facility design. SF 330, Part I, Block F, list only current projects or projects completed in the past five years. Projects completed more recently will be evaluated more advantageously for the offeror. These projects should show scope and nature similar to the NFARS SOW, the complexity of the job, challenges faced, actions taken and the resolution and results of any challenges faced, as well as identify any key personnel in Section G that worked on the projects and their role. SF 330, Block H should clearly identify, the firm's demonstrated success in specifying the use of recovered materials in construction, and achieving waste reduction and energy efficiency in facility design. The contractor should also identify if the prime or its associates have at least one Leadership in Energy and Environmental Design (LEED) Accredited Professional as defined by Green Building Council. The contractor should also identify LEED awards and ratings achieved by the firm and its associates. (3) CAPACITY FOR TIMELY ACCOMPLISHMENT OF WORK. Evaluations will award up to 20 points on the following table to judge the capacity of the firm to accomplish the requirement in the statement of work. Within the SF 330, Part I, Block H, each firm shall demonstrate how they will manage, coordinate and administer the work within the prime and among any teaming partners. Teaming partners to be included by the prime contractor in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. SF 330, Part II, Block 11 and the CONUS/OCONUS information required under criteria (4) to be provided in SF 330 Block H will also be evaluated to assist in determining this factor. SF 330 Blocks C and F may also be evaluated to support this criterion. SF 330, Part IIs shall be provided for the specific prime office expected to lead this effort and teaming partners proposed to perform the work. In Block 9c(i), enter the total number of employees for the firm and in Block 9c(2) enter the total number of employees for this office. Responses will be evaluated to determine the following requirements: a. Capacity to perform work in-house and with teaming members; b. Ability to support concurrent and geographically dispersed multimillion-dollar projects; c. Ability to manage coordinate, and administer work within prime and among teaming members; d. Demonstrate active on-going CONUS, Alaska and Hawaii, (domestic) work; (Address current dollar value of work of the Team, established Team and Prime office that can support such work and work requirements outlined in the NFARS SOW, and management approach to your on-going work.) (4) PAST PERFORMANCE. Evaluations will award up to 15 points based on evaluation of past performance of the firm with respect to their execution of DoD and other contracts, both Government and private. SF 330, Block H. Cite examples of performance and customer satisfaction such as recognition for technical achievements, cost savings, or commendations received by your team for projects similar to the scope of work. Responses will be evaluated to determine: a. Ability to maintain cost, schedule and quality; b. Customer satisfaction (5) LOCATION. All firms responding to the synopsis will be considered. However, the evaluators will award points up to 15 points according to the location of the firm (and any associated firms) in the general geographic area of Niagara Falls, NY and knowledge of the locality, local environmental laws and regulations (6) SATISFACTORY PERFORMANCE EVALUATIONS ON RECENTLY COMPLETED DOD CONTRACTS. Evaluations will award up to 10 points based on results of completed DoD contracts listed in The Federal Awardee Performance and Integrity Information System (FAPIIS) public access web page located at https://www.fapiis.gov/fapiis/govt/fapiispubaccessmain.jsp. FAPIIS provides users access to integrity and performance information from the FAPIIS reporting module in the Contractor Performance Assessment Reporting System (CPARS), proceedings information from the Central Contractor Registration (CCR) database, and suspension/debarment information from the Excluded Parties List system (EPLS). FAPIIS Public Access will only display integrity, performance, and proceeding information entered on or after April 15 2011. Anything earlier will be verified on the CPARS page at http://www.cpars.gov/. (7) VOLUME OF DOD WORK. Evaluations will consider the volume of work previously awarded to the firm by DoD and will award up to 10 points with the object of effecting an equable distribution of DoD contracts among qualified A-E firms, i.e., firms with a greater number of contracts or volume of work should be awarded less points and vice versa. SF 330, Block H should clearly identify, in table format similar to SF 330, Part II, Block 11, the volume of DoD work and volume of CONUS, Alaska and Hawaii for the prime contractor. Amounts should represent the total amount of any DoD contract vehicle in which obligation of funds has occurred in the previous five (5) years from the date of this announcement. (8) INTERVIEW/DISCUSSION. The Final Selection Board will award up to 20 additional points to the top rated firms, as determined by the Pre-Selection Board, which interview by phone as determined by the Final Selection Board. These 20points will be awarded on, but not limited to, the following criteria: clear understanding of statement of work; examples of outstanding past performance; customer responsiveness; examples of projects completed ahead of schedule; use of creativeness and imagination in design development, and response to questions from Final Selection Board members. TEAMING AGREEMENTS. The prime contractor shall provide a statement in the cover letter confirming executed teaming agreements are in place for all team members on proposal. The statement shall also list all team members. All questions shall be in writing, no later than 21 Oct 11, and sent by e-mail to bernita.kitchens@us.af.mil or by facsimile to (716) 236-2357.
