- This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). Contracts awarded in response to this BAA are considered to be the result of full and open competition and in full compliance with the use of competitive procedures IAW FAR 6.102(d)(2)(i). Proposals received in response to a BAA are evaluated IAW FAR 35.016 and the terms and conditions of the BAA through a peer review process. Under the PEO STRI Broad Agency Announcement for the Test Resource Management Center, Office of the Secretary of Defense, Test and Evaluation/Science and Technology (T&E/S&T) Program Office, has a requirement to research, develop and verify innovative test and evaluation (T&E) systems for the advanced development of the technologies required to support T&E for the Unmanned Autonomous Systems Test (UAST) Science and Technology (S&T) Test Technology Area (TTA). As part of a survey of its T&E infrastructure, the Department of Defense has identified the need to develop an innovative stress-testing system for Unmanned Autonomous Systems (UAS) software that uses pseudo-random exceptions to expose failure modes at an unprecedented level. The system will also create methodologies to interface with software components in an unobtrusive way that will uncover new failure modes that conventional test methodologies cannot detect. The goal is to develop a methodology that applies across many UAS domains (ground, air, sea, and elsewhere) as well as the software tools to support this methodology.
