- Change in dimensions previously stated. Test Measurement and Diagnostic Equipment (TMDE) The US Department of Defense, Joint Tactical Radio System (JTRS) purchased a large number of receiver-transmitters and amplifiers under the Consolidated Interim Single Channel Handheld Radio (CISCHR) contract. Both the Harris Corporation and Thales Communications Inc. were selected. Tobyhanna Army Depot (TYAD) is seeking interested sources for a synthetic instrumentation system, capable of testing the following CISCHR radios: AN/PRC-148(V)3, AN/PRC-148(V)4, and AN/VRC-111. Thales has not released an intermediate level maintenance manual or training class to the public on the (V)3 and (V)4. These radios are arriving back from South West Asia (SWA) and must be tested, in accordance with, Thales practices and procedures for the remainder of the Thales warranty to be honored. Potential sources must be able to demonstrate that the testing procedure and/or test program is accepted by the Thales and is compliant to their testing criteria. The system must be capable of generating modulated RF signals in the AM, FM, USB, LSB, BPSK, and QAM; in the frequency range from 1 to 2,000 MHz at an amplitude of 0 dBm. The system must be capable of generating digital signals in the frequency range from 0.25 to 2000 MHz at amplitudes of 0 to 5 Volts peak. The system must be capable of generating audio signals in the frequency range from 0.100 to 250 kHz at amplitudes of 0 to 3.5 Vrms. The system must be capable of making RF Power, in watts and dBm, RF Frequency, RF Frequency Error, RF Receive Signal Strength Indication (RSSI), FM Deviation, AM Modulation, SINAD/Distortion, AF Frequency, Digital Multi-Meter (DMM), Dual Channel Oscilloscope, and RF Spectrum Analyzer measurements. The system must not have a foot print larger than 18 inches wide, 8 inches high, and 22 inches deep; this will provide adequate work space on the remaining space of a 6 foot work bench. The system must be powered from a single utility power source (115 VAC at 15 amp single phase circuit). The system's test connections must be accessible from the front face. Data entry, for accessing the system's features must be through a front panel. The provider must also demonstrate that the test system is currently on the market and can be delivered in approximately 30 days. The provider must also demonstrate testing capability for the other CISCHR radios from Harris Corporation: AN/PRC-152, AN/VRC-110, AN/PRC-117F, AN/VRC-103, AN/PRC-150, and AN/VRC-104. TYAD is in the process of implementing a Failure Reporting, Analysis and Corrective Action System (FRACAS); the provider's solution must demonstrate a means of transferring testing and corrective action data to the FRACAS host computer.
