- PAST PERFORMANCE QUESTIONAIRE 'DRAG ARM WINCH FOUNDATIONS SITE LOCATION MAP' REFERENCE DRWNG 'MAIN DECK PLATING MIDSHIP' REFERENCE DRWNG 'GRATING AND FRAMING AT TOP OF HOPPER AREA FRAMES 48-88' REFERENCE DRWNG 'BULKHEADS AND HOUSE ON UPPER DECK AFT' REFERENCE DRWNG BASE RFQ - REPAIR DECK PLATES MACFARLAND Description: The US Army Corps of Engineers (USACE), Philadelphia District, intends to initiate a Request for Quote (RFQ) procurement action and award a firm fixed price Purchase Order to one contractor for steel plate repairs in designated areas on the Dredge MCFARLAND. The work will consist of: 1. Replacing steel deck plating: a. Directly underneath both the Port and Starboard drag winch drums [estimated size 6' x 10' b. On Starboard Boat Deck [estimated 6' x 4'] c. On Port Boat Deck [4' x 10' in total] 2. Replace curved bulkhead plating a. On Starboard Upper Deck Aft [3' x 4'] The intent is to start the replacement of the winch room deck plating on 21 October 2011. This deck plating shall be replaced within 14 calendar days of the Notice to Proceed. The other plating shall be replaced starting on 19 December 2011 and be completed 21 calendar days of the Notice to Proceed for the line item. The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations. The Government will award a Firm Fixed-Purchase Order resulting from this solicitation to the offeror whose offer, conforming to the solicitation, is the lowest priced, technically acceptable quote. An award is expected to result from selection of the technically acceptable quote with the lowest price. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable through clarification without revision). The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted from the offeror's most favorable technical and price standpoints. Quotes will be reviewed for completeness and evaluated for acceptability against the evaluation factors: Past Experience, Qualification/Certification, Past Performance, and Price. Price is more important than non-cost factors, however, non-cost factors are still significant to award. Solicitation number W912BU-12-T-0001 will be issued on or about 9 October 2011 with responses due by 04:00PM 14 OCT 2011. The period of performance will be as directed for the designated area, and contractors can expect an approximately two week period between the first NTP and the second NTP, but all work is expected to be completed by 10 JAN 2012. The preferred method of response to this solicitation is electronic. The only electronic method of accepting quotes will be via e-mail; no facsimile submissions are authorized. Instructions for submission will be included in the solicitation. Quotations submitted by other than electronic means should be marked "DO NOT open in mailroom" and delivered to the Edward A. The official media of distribution for the Request for Quest (RFQ) is the Web. All amendments to the RFQ will be posted to the FedBizOpps web site. It is the offeror's responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFQ and any amendments. All contractors are required to be registered in the DOD Central Contract Registration before award as required by DFARS 204.7300.
