- Request for Information (RFI) / Prequalification The USPS Asset Accountability Network Optimization (AANO) A. Overview The U.S. Postal Service (USPS) is seeking suppliers that are interested in the opportunity to collect and dispose of surplus, obsolete, and excess assets for a USPS investment recovery project. The USPS Asset Accountability Network Optimization (AANO) will affect designated sites throughout the nation. This initiative aligns with the USPS Investment Recovery mission that focuses on and facilitates the removal, extraction, redistribution, reutilization, selling, recycling, scrapping, and disposal (on and offsite) of USPS assets obtained from various locations in an environmentally responsible manner and at no cost to the USPS. The primary goal is to develop, through a supplier/USPS partnership, processes and procedures for improving upon the existing strategies for the disposal of USPS excess and obsolete personal property. The desired outcome would decrease and eliminate the amount of equipment that the USPS has inventoried and increase the amount of USPS personal property that can be resold, reused, remanufactured, de-manufactured, and/or recycled. The ultimate goal is to maximize the salvage value of the USPS assets, and reduce the amount of waste sent to landfills. B. Required Supplier Criteria and Other Information The USPS intends to pre-qualify respondents capable of providing innovative asset disposal and revenue generating services that are commercially available. Respondents included in any subsequent pre-qualified group may be invited to participate in follow-up pre-qualification processes, a discovery process, reverse auction, or to provide proposals in response to the USPS Request for Proposal (RFP). However, the USPS reserves the right to terminate this process if it is deemed that the availability or maturity of the commercial solutions does not fit the current need or vision of the USPS. Responding to this notice does not guarantee pre-qualification or participation in future USPS activities. The USPS may make one or more awards to support this activity (one or more national awards or multiple regional awards). C. Selection Process The USPS decision to pre-qualify respondents is a business decision of the USPS purchase/SCM team. Pre-qualification does not constitute an award. Pre-qualification will be based on a composite of all responses, not any single item, that demonstrate a respondent ' s capability to provide innovative asset disposal and revenue generating services that are commercially available. All qualified respondents may not be placed in the pre-qualified group if the purchase/SCM team determines that a smaller group may provide adequate competition or that some respondents are considerably more qualified than others, thereby precluding opportunities for others less qualified. Respondents whose responses to this notice indicate that their solution is (1) not commercially available, (2) beyond the current or immediate experience level or resources of their firm, or (3) deemed unrealistically incompatible with the USPS environment and vision, may not be considered for pre-qualification. D. Notification to Suppliers The Contracting Officer will notify all respondents of their pre-qualification status. The list of pre-qualified candidates may be publicized. E. Request for Information Instructions 1. This entire document should be saved and emailed to joseph.s.han@usps.gov by 12:00 PM EST, October 28, 2011. If e-mail is unavailable, documents should be mailed to: Joseph S. Han, USPS, 475 L ' Enfant Plaza SW Room 1520, Washington DC 20260. 2. No faxed copies will be accepted. 3. The limit is 20 pages, and it should be concise and focused on the solicited questions. 4. Sales brochures, videos, and other marketing materials are not solicited and will not be reviewed. 5. Do not submit cost or pricing information with the response. 6. The Contracting Officer for the Postal Service may accept responses after the due date. Acceptance will be at the sole discretion of the Contracting Officer and in the best interest of the Postal Service. F) Minimum Requirements The following is a current non-exclusive set of constraints (minimum requirements) that should be met and addressed for any suppliers seeking pre-qualification. 1. Exhibit an understanding of the current equipment and parts recycling requirements and associated federal and state laws and regulations that govern recycling or disposal of the asset types. 2. Provide a scope of services that are responsive to the present and potential future needs of USPS stakeholders that exhibit performance levels and success criteria that can achieved in all functional areas a satisfactory level of service. 3. Offer a wide variety of competitively priced services to the USPS. 4. Ensure an appropriate level of security based on industry best practices for handling and disposing of USPS assets, including an audit trail that tracks the destination of said assets. 5. Ensure that an appropriate level of environmental due diligence and oversight are institutionalized into supplier/subcontractor-provided services. 6. Must be able capable of extraction, removal, disposition, onsite and offsite disposal, and possible demolition for various asset categories. 7. The supplier must include an Environmental Integrity Plan and policy which describes the firm ' s Environmental Management System (EMS) or other management system and states whether or not the firm is ISO 14001 certified. If the firm has an EMS, describe it including whether it is based upon ISO-14001 or another comparable system. G) Capabilities 1. Must be able to have a variety of processing capabilities, onsite and offsite disposal capabilities, and disposition/destruction capabilities at identified locations. 2. Have a methodology for and experience in reselling, refurbishing, reclaiming, repairing, onsite and offsite disposing, and, recycling of various assets received. 3. Be able to provide full-service for investment recovery - identifying all personnel, transportation, equipment and supplies to be utilized by the supplier, which will not result in a cost to the USPS. 4. Be able to inventory, assist with inventory, assess, and maintain accountability of USPS material. 5. Be financially capable and stable at running operations during the period of data collection invoicing and invoice payment, which can run up to between six and eight weeks. 6. Provide contact information for five clients that receive a similar level of support as outlined above. Briefly describe the level and nature of support provided. 7. The company must have an established SOP and operation for transportation security and theft prevention measures in which this is communicated to the USPS weekly. 8.
