- The Space and Naval Warfare Systems Command (SPAWAR), ProgramExecutive Office (PEO) Command Control, Communications, Computers andIntelligence (C4I) Navy Communications Program Office, Code PMW/A 170,intends to issue a full and open competitive Request for Proposal for Design,Development, Fabrication, Test, Production and Support of the Advanced TimeDivision Multiple Access (TDMA) Interface Processor (ATIP) procurement. TheGovernment contemplates single award of a hybrid contract that includes CostPlus Incentive Fee (CPIF), Firm Fixed Price (FFP) and Cost Plus Fixed Fee(CPFF) contract line items resulting from this solicitation. The period ofperformance will include a 12-month development phase and four productionyear options. The ATIP capability is necessary to meet requirements to support robustconnectivity during fleet operations. The ATIP is a Layer-2 Ethernet bridgingdevice that will be installed on ship, shore, and submarine platforms. Itprovides transparent bridging capability among Internet Protocol (IP) usersthatare geographically dispersed and connected via Milstar Medium Data Rate(MDR), Advanced EHF MDR/Extended Data Rate (XDR), or Enhanced Polar XDRlinks. This bridging function builds upon the capability originallyimplementedby the Legacy TDMA Interface Processor (TIP) which is fielded on all Navy EHFMDR and XDR capable platforms. The ATIP is a key requirement for thePMW/A 170 Navy Multiband Terminal (NMT) system, which relies upon the TDMAProcessor for IP connectivity. Through the ATIP, the Advanced Extremely HighFrequency (AEHF) SATCOM capability provides an Extended Data Rate (XDR)function that provides for higher data rates. Accordingly, the ATIP will be procured on a full and open competitive basis.TheNorth American Industry Classification System (NAICS) code for this effort is334220 and the size standard is 750 people in accordance with the U.S. SmallBusiness Administration's table of small business size standards. Theestimated date of solicitation release is 14 November 2011 and will be issuedwithout further notice. This solicitation and resulting contract will beawardedusing FAR Part 15 source selection procedures.
