Description
PLEASE NOTE: This synopsis was originally advertized as W912DW-11-R-0059. The solicitation number is revised to concur with the current fiscal year (It is now W912DW-12-R-0005.) If your company has registered under the old number, please re-register under this synopsis number. No other information has changed, except for the issue date which is now on or about 28 October 2011. The Seattle District, US Army Corps of Engineers requires technical and logistical support for Federal navigation projects, as well as technical and scientific support for a variety of miscellaneous environmental services at sites located within Western Washington, Western Oregon, and Southeastern Alaska. Work will include utilization of established field and laboratory sampling and data collection protocols, logistical support for field studies, development of relevant documentation required by Federal and state regulations (including environmental impact statements, environmental assessments, and biological evaluations), literature searches and coordination with Federal, State and Tribal and Local agencies. This requirement shall consist of one base period and four option periods. Tasks shall include the following: 1.Sediment characterization of various marine, brackish and freshwater sediments 2.Design of navigation channels, mechanical and hydraulic dredge equipment and operations 3.Acoustic Doppler evaluations 4.Technical DAIS data entry 5.Wave data analyses 6.Water quality monitoring 7.All NEPA required documentation, including environmental assessments and environmental impact statements 8.Threatened and endangered species and essential fish habitat analyses 9.All ESA required documentation, including biological assessments and biological evaluations 10.Section 106 National Historic Preservation Act resource inventories and documentation for historical analyses and archaeological analyses 11.Fish and wildlife studies, especially at Federal impoundments (e.g. population analyses and modeling, carrying capacity) 12.Wetland inventories and functional analyses, restoration planning 13.Juvenile Dungeness crab studies in Washington state estuaries 14.Adult shellfish investigations in Washington state estuaries 15.Watershed analyses/Geohydrology assessments 16.Biological and physical oceanography surveys and studies 17.Airborne and spaceborne remote sensing technology and management of technical remote sensing applications. The Contractor shall furnish all labor, equipment, supplies, materials, supervision and other items and services necessary to accomplish the necessary work. The total amount of this contract is approximately $5,000,000, to include base period and option periods. An award is anticipated to a target of three individual Indefinite Delivery/Indefinite Quantity (IDIQ) contracts resulting from this solicitation. Set Aside: The solicitation will be a Request for Proposal (RFP) and competition will be restricted to Small Business firms as the Prime Contractor. The North American Industry Classification System (NAICS) Code is 541620, Environmental Consulting Services with a size standard of $7 Million. To be eligible for contract award a firm must be registered in the DoD Central Contractor Registration (CCR) database. Pursuant to Federal Acquisition Regulations (FAR), the solicitation will be available for download no earlier than 15 days following the posting of this synopsis. The solicitation due date will be noted on the solicitation at the time of issue. There is no technical information available until the issue of the solicitation via the Internet. A contract award may or may not result from this notice. All costs associated with compiling proposals are at the contractor's own expense. Issue of the solicitation will be in electronic format only. No disks or hard copy will be available.
