Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. Quotes are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses that are in effect through Federal Acquisition Circular 2005-53 and Defense Acquisition Circular 91-13. The applicable NAICS code is 333923. The FSC Code is 3950. This solicitation is being issued as a Request for Quotations (RFQ). This acquisition is an UNRESTRICTED procurement. The description of this requirement is in accordance with the attached MCSF BI Specification 10.06.2001 Final Statement of Work (Attachment 2). Offerors shall submit a price quote for each of the CLINs listed herein (see attached Price Quote Sheet- Attachment 1) by email or fax to Duane Chase, Purchasing Agent, EMAIL: duane.chase@bic.usmc.mil, Robert Rivers, Contractor - Project Manager, EMAIL: Robert.Rivers.ctr@bic.usmc.mil, and JoAnna Lovett-Black, Contracting Officer, JoAnna.Lovett-Black@bic.usmc.mil no later than 1200 hours (Eastern Time) on 30 October 2011. The facsimile number for submitting quotes is (904) 696-5107. The subject line of all quotes sent via fax or email shall read as: œ25 ton and 50 ton Cranes . I. PRICE PROPOSAL. Please see the Price Quote Sheet ™s to be returned with the offer. The attached œPrice Quote Sheet  provides a unit price for each of the specific line items. (Attachment 1) II. SITE OF PERFORMANCE “ All deliveries and work will be performed at the following location: Marine Corps Support Facility Blount Island Command 5880 Channel View Blvd. Jacksonville, Florida 32226 III. FAR PROVISIONS AND CLAUSES The following FAR Clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at www.arnet.gov; FAR 52.212-1, Instructions to Offerors-Commercial Items (June 2008). ADDENDA TO FAR 52.212-1 FAR provision 52.212-3, Offeror Representations and Certifications “ Commercial items “ Offerors shall include in their offer a completed copy of the provision FAR 52.212-03 or indicate completion of the applicable Online Representation and Certifications Application (ORCA). Offerors may complete the annual representation and certification online at www.orca.bpn.gov. All offers must include a technical description of the items being offered in sufficient detail to ensure compliance with the specifications of this solicitation and so that the technical acceptability of all proposed cranes can be evaluated. If, due to lack of technical description or descriptive literature, it is impossible for the Evaluation Committee to determine whether or not an offer meets all required specifications, the Contracting Officer reserves the right to declare the offer non-responsive. Failure to provide a technical description or descriptive literature may cause the offer to be declared non-responsive. FAR 52.212-2, Evaluation - Commercial Items (JAN 1999): ADDENDA TO 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Technical Acceptablility. The cranes for this requirement shall meet or exceed all characteristics or specifications contained in the solicitation. The specifications describe the minimum technical requirements and acceptable performance standards for designing, manufacturing, shipping, installation and field testing of one (1) 25-ton and one (1) 50-ton crane. 2.Prior Experience, The contractor shall provide with its offer documented experience of at least five (5) years of having successfully designed and built cranes of similar scope. 3.Past Performance. Offerors shall provide past performance information for evaluation in accordance with FAR 52.212-1(b)(10). 4.Price. Offerors shall provide a price for line items 0001 “ 0006. Determination of award will be based on the lowest-price technically acceptable responsive offer from a responsible offer. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Aug 2009) with Alternate I. Offeror(s) must include a completed copy of FAR 52.212-3 Alt I with their proposal. FAR 52.212-4, Contract Terms and Conditions-Commercial Items (June 2010) ADDENDA TO FAR 52.212-4 1.The contractor shall be responsible for providing equipment of the highest quality and workmanship that will perform specific functions reliably and safely and allow required maintenance procedures with a minimum amount of interference to the operation of the equipment. 2.All equipment not meeting all requirements shall be replaced with compliant components at no additional charges to the government. 3.The cranes, inclusive of the supply, installation and field testing phases, shall meet all characteristics and specifications outlined in the specifications contained herein. All responsible sources may submit a proposal, which if timely received, shall be considered by the Agency. Companies must have a valid DUNS number and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer. Vendors not registered in Central Contractor Registration (CCR) database prior to award will not be eligible for award. Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition. CAUTION: This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. Vendors are required to be registered in the Central Contractor Registry (CCR). All prospective contractors are required to submit or upload their organizations representation and certifications at https://orca.bpn.gov prior to submitting your offer, failure to do so will render your offer non-responsive. All quotes shall be received at this office no later than 1200 hours on 30 October 2011 Local Eastern Time as designated herein. Late quotes will not be accepted or evaluated.
