- NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercialitem/services: Engineering services to address system and component obsolescence andsupport the sustainment, alteration, and improvement of the WB-57F aircraft, NASAaircraft, and other agency aircraft and associated support requirements. Aircraftmechanical systems include: hydraulics, air conditioning and pressurization, pneumatics,windshield and canopy de-fogging, windshield anti-icing, landing gear, flight controlsand fuel systems. Additionally, this procurement includes requirements for design,development, qualification, technical data upgrade, and system upgrade support. Desired information includes previous aircraft mechanical system capabilities, conceptdesign capabilities, test capabilities, technical data development and productioncapabilities, and capability to provide engineering support during aircraft retrofit. This procurement is a total small business set-aside. The NAICS Code is 541330, Engineering Services Exception A. The size standard is $27million for 'Military and Aerospace Equipment and Military Weapons.'The Government intends to acquire a commercial item using FAR Part 12. The anticipated release date of RFP NNJ12407623R is on or about October 21, 2011, with ananticipated proposal due date of on or about November 18, 2011. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. Prospective offerors shall notify this office of their intent to submit an offer.
