- Clarification of original notice: The Defense Security Cooperation Agency (DSCA) intends to sole source translation services to Translang, LTD for the House Democracy Partnership seminar. Time is of the essence for this procurement. This notice of intent is not a request for quotes, as no solicitation document is available. This procurement is being conducted under 41 U.S.C. 427 FAR Part 13.106-1 (b), Unusual and Compelling Urgency, as it applies in those situation where (1) an unusual and compelling urgency precludes full and open competition and (2) delay in award of a contract would result in serious injury, financial or other, to the Government. Responses received by 13 October, 1000 hours will be evaluated, however a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.
