- Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army ACC-APG Contracting Center, Natick Contracting Division, on behalf of US Army Natick Soldier System Center,(SSC), intends to award a firm fixed price purchase order on a sole source basis to ALASKA STRUCTURES INC, ANCHORAGE AK, 99507. RESPONSES WILL BE RECEIVED FOR FUTURE REQUIREMENT CONSIDERATION ONLY. NO SOLICITATION DOCUMENT IS AVAILABLE. 1. Nature and description of the supplies or services required to meet the agency's needs: The Bump-thru Door Vestibule is pole support fabric structure that provides an interface between the AMEDD Small Shelter (A2S) and the Bump-through doors on the Collectively Protected Expeditionary Medical Facility CP- EMF program. 2. A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): The Bump-thru Door Vestibule that is being procured must be compatible with the Collectively Protected Expeditionary Medical Facility CP-EMF that is scheduled for fielding in the near future This component manufactured by this supplier has been tested as part of the CP- EMF program. Due to the very unique application of this program (Chemical Biological Protection) there are very few suppliers of similar items, and none of these suppliers manufactures an item that is compatible with the CP-EMP system. To qualify an al ternate source would require an extensive retest effort to determine if the alternate is suitable for use under all environmental conditions. 3. A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Due to the very unique application of this program (Chemical Biological Protection) there are very few suppliers of similar items. The NSRDEC is continually monitoring the market place for new sources f or this item. Currently no other compatible items have been identified. 4. Any other facts supporting the use of other than full and open competition: None at this time. The Bump-thru Door Vestibule being procured is a very specific design that is part of the Collectively Protected - Expeditionary Medical Facility (CP-EMF) program, there is only one responsible source and no other supplies or services will satisfy agency requirements. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: There are no subsequent acquisitions planned for this item in support of the CP-EMF program. 6.
