- The United States Air Force at Oklahoma City Air Logistics Center (OC-ALC) will procure Control Column Actuated Brake (CCAB) Kits and installation services for the French Air Force and Republic of Singapore Air Force of the line items cited below for a Firm Fixed Price (FFP) contract. This is intended to be a sole source integration effort to The Boeing Company, the Original Equipment Manufacturer (OEM). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 11 October 2011. Provision at 52.212-1, Instructions to Offerors-Commercial, Applies to this acquisition. Provision at 52.212-2 is not applicable to this acquisition; no evaluation procedures will be used. This will be a Foreign Military Sales (FMS) sole source to The Boeing Company. Provision at 52.212-3, Offeror Representation and Certifications, must be valid with contractor offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (17) Place of Contract Performance: The Boeing Company, 6001 S. Air Depot Blvd, Oklahoma City, OK 73135 Delivery will be by freight. Point of Inspection will be at Source. Point of Acceptance will be at Source. FOB point will be Origin. Period of Performance is one (1) year. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All responses are due via e-mail by 1600 local time 11 November 2011 to: vinita.chambers@tinker.af.mil (18) Set-aside Status: No set aside MANDATORY LANGUAGE: This will be an FMS sole source to The Boeing Company per Letter of Offer and Acceptance (LOA) #s FR-D-SAB and SN-D-QAP. Based on market research, the Government is using the policies contained in FAR part 12, Acquisition of Commercial Items, in this solicitation for the described supplies and services. Note: An Ombudsman has been appointed to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
