Description
The National Park Service, Northeast Region, Vanderbilt Mansion National Historic Site (VAMA NHS), located at 4097 Albany Post Road, Hyde Park, NY 12538, requires a contractor to provide all labor, materials, travel, and other services necessary to provide historic furnishings reports and an implementation plan related to said historic furnishings for historic Vanderbilt Mansion. Contractors will submit firm fixed price proposals for the provision of all services necessary to complete Phase I and Phase II historic furnishing reports related to the Mansion, and a Phase III implementation plan as specified in the solicitation and related scope of work. Phase I of the project will be considered the base year and includes research and writing necessary to complete a historic furnishings report for the Mansion's private and public spaces. Phase I must be completed within ninety (97) weeks of award. Phase II will be an option item involving the completion of research and a related historic furnishings report on the service portions of the Mansion. Phase II must be completed within fifty-seven (57) weeks of any exercising of the option. Phase III will also be an option item involving the writing and illustration of an implementation plan related aforementioned historic furnishings, including but not limited to, the preparation of detailed lists for the placement of the objects in each room and related floor plans detailing the location of objects based on previous research. Both Phase II and Phase III options may be exercised by the National Park Service with thirty (30) days notice. Award will be made pursuant to a source selection, with the Government evaluating: (1) price, (2) contractor's past performance on relevant and comparable projects, (3) qualifications and relevant experience of the personnel proposed to perform the work, and (4) contractor's proposed technical approach to completing the project. Evaluation factors other than price will be evaluated in an approximately equal fashion to price. Greater detail regarding the evaluation factors will be provided in the solicitation. The solicitation is to be issued as a 100% Small Business (SB) Set-Aside under North American Industry Classification System (NAICS) Code 541720, which has a size standard of $7.0 million per year. The previous information is only used for classification purposes in the representation and certification portion of the solicitation. The anticipated issue date of the solicitation is October 30, 2011 and the anticipated date for receipt of offers is November 30, 2011 at 3:00 P.M. EST. All prospective SB offerors are responsible for visiting the FedBizOpps website frequently to obtain information pertaining to the solicitation or any amendment(s) thereto. Contractor submitting a proposal must complete the necessary on-line representations and certifications (ORCA) application in the database. To complete ORCA go to http://orca.bpn/gov/. Contractors must be registered in Central Contractor Registration (CCR) in order to be considered for an award. A prospective awardee shall not only be registered in but also certified in CCR prior to award, during performance, and through final payment of any contract resulting from the solicitation. When the solicitation is issued, it will be available electronically via a link from the Federal Business Opportunities Website (www.fbo.gov). The link will connect to the Department of Interior's National Business Center website (http://ideasec.nbc.gov), and on this website contractors will need to click on the 'clauses and attachments' link in order to access the solicitation (the link is in a blue box on the left side of the webpage).
