Description
Subject: Sources Sought for Sheppard AFB Multiple Award Technical Training Instructor (MATTI) This sources sought is issued solely for informational, planning purposes and market research in accordance with FAR Part 10. This sources sought is seeking interest from all concerns capable of obtaining or currently possessing a contractor export license or SAF/IAPD exemption in accordance with AFI 16-201. AFI 16-201 defines CUMI as, "Unclassified information, including technical data (see explanation of term) to which access or distribution limitations have been applied in accordance with US laws, policies, and regulations. It includes information that is determined to be exempt from public disclosure in accordance with DoD Directives 5320.25 and 5400.7 or that is subject to export controls in accordance with the International Traffic in Arms Regulations (ITAR) or the Export Administration Regulations (EAR)." 2.3. Air Force Disclosure Authority for CUMI. The Arms Export Control Act (AECA) and Export Administration Act (EAA), as amended, legislate the policies and procedures for the export of defense articles, services, and technical data having a military or space application or being of dual-use interest, respectively. The Secretary of the Air Force designates SAF/IAPD as the Air Force OPR for exports of technology, defense articles, technical data, and services under both the Arms Export Control Act (AECA) and Export Administration Act (EAA). SAF/IAPD formulates and recommends to the Defense Technology Security Administration (DTSA) Air Force positions regarding exports of defense articles, services, and technical data. 3.6. Training Requirements. Prior to authorizing disclosures of CMI, FDOs must complete the United States Air Force Foreign Disclosure Officer Training Course sponsored by SAF/IAPD. 7.2. ITAR Licensing Requirements. By law, the U.S. Government and contractors must comply with the provisions of the ITAR before exporting defense articles, technical data or defense services controlled by the ITAR. 7.2.3. Exports by US Industry in Support of Air Force Organizations. Consistent with the ITAR, SAF/ IAPD may certify use of license exemptions to approve contractor support for government-to-government programs when the contractor does not have an approved export license. SAF/IAPD will consider and may certify exemptions to licensing requirements for contractors on a case-by-case basis only, subject to paragraph 7.4. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No contract award will be made from this sources sought. A solicitation is not yet available; therefore, do not request a copy of a solicitation. The United States Air Force at this time is not seeking proposals and will not accept unsolicited proposals. The North American Industry Classification System (NAICS) code is 611519, Other Technical & Trade Schools, and the small business size standards is $7.0 million. All interested and qualified sources should notify this office by electronic mail or facsimile. Please provide the following information: Company's name, address, point of contact, telephone and fax numbers, email address, business size/type (Large, Veteran-owned, 8(a), HUBZone, SDB, JWOD, Women-owned, etc.), cage code, experience, web site (if applicable), a contractor export license or SAF/IAPD exemption (if applicable), and an overview of your company. Any information provided is voluntary. Responses should be typed in a word document and submitted no later than 4 Nov 2011 at 2:00 PM CST to one of the following contracting personnel; SrA Andrew Hoffman andrew.hoffman@sheppard.af.mil or Ms. Mary Whitley mary.whitley@sheppard.af.mil. Be advised that the government will not pay for any information or administrative cost incurred in response to this sources sought. All cost associated with this sources sought will be solely at the expense of the respondents. Additionally all submissions becomes government property and will not be returned. No basis for a claim against the government shall arise as a result from a response to this sources sought.
