Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Illumina, Inc., 9885 Towne Centre Drive, San Diego, CA 92121-1975 for the acquisition of an Illumina MiSeq System Integrated system for automated generation of DNA clonal clusters by bridge amplification and sequencing. The NHEERL Genomic Core lab has been equipped with an integrated Illumina HT HiScanSQ sequencing system including a scanner and microfluidics system components which provides comprehensive genomic services to EPA scientists. The Illumina MiSeq sequencer will be installed as a component of the Illumina sequencing platform which is part of the large GRC sequencing suite located in the NHEERL Genomic Core (GRC). As a part of the large GRC sequencing suite, the MiSeq system will allow QC validation of the library of sequencing samples before using it in the big HiScan SQ system and also to conduct small scale proof-of-concept studies prior to scaling up for more expensive and time consuming analysis on the large HiScanSQ system. The research application of the sequencing system requires that the flow cell be scanned on an integrated scanner. The image is displayed on a screen and analog software generates a density number for each gene to be used in the analysis. This resource of detailed analysis (provided by the Illumina MiSeq Genome Studio) will be part of an integrated workflow already established and presently used by the existing HiScanSQ system. Because of the unique sequencing chemistry applied by all parts of the Illumina sequencing suite, MiSeq will also allow performing targeted verification of the results from the large scale HiScanSQ whole genome sequencing experiments. No other existing bench top sequencing system on the market today has the unique sequencing chemistry used by the MiSeq system. Future experiments at NHEERL will generate data to be compared with existing Illumina data sets at the US EPA. Consistency in platform comparison is critical to the genomic scientific mission at NHEERL. Because of the unique sequencing chemistry based on bridge amplification this small scale bench top sequencing system is only supplied by Illumina. No other sources of supply exist on the market that meets this requirement. EPA has identified Illumina,Inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.302 1 only one source and no other supplies or services will satisfy agency requirements. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
