- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This combined synopsis/solicitation is a total small business set aside, NAICS 221310, Water Supply and Irrigation Systems with a business size standard of $7.0 million. The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://acquisition.gov/far. SCOPE OF WORK: The National Park Service, Haleakala National Park (HALE), Maui, HI 96732 has a requirement for a contractor to furnish all plant, labor, materials, and equipment necessary to purchase and deliver bulk, potable or non-potable water to be delivered to the Haleakala Visitor Center restroom facilities located at 9,700 foot elevation or to the designated location. HALE's main water storage and distribution system located at the 7,000 foot elevation may at times be made available for contractor's use to fill their tanker and haul the water to the 9,700 foot elevation. The Contractor shall adjust the rate to compensate for the shorter trip. Determination to use the main water storage systems will be made on a case by case basis and authorized by the Park Maintenance Supervisor. The contractor shall supply a water tanker that must be equipped with a minimum capacity of 6,000 gallons. The Contractor shall haul the water from the nearest County water depot, approximate distance of 38 miles, and transport to Haleakala's 9,700 feet elevation and emptied into the Park's underground storage tanks. Water must be free of debris, sludge, plant, and or particulate matter to avoid clogging of plumbing fixtures, noxious order, and unsightly color. The water tanker truck must maintain current certification from the State of Hawaii, Department of Health, Safe Drinking Water Branch. DELIVERY: Delivery is FOB DESTINATION to: National Park Service, Haleakala National Park, Attn: Peter Kafka, (808) 572-4421, Maui, HI 96732 SCHEDULE: Deliveries shall be made on weekdays or weekends, between the hours of 7:00am - 4:00pm unless prior arrangements are made with the ordering official, Peter Kafka, Maintenance Supervisor. Each order requested may be up to 20,000 gallons per day. Request for water delivery will be on an as-needed basis with the designated ordering official placing the order with the contractor. The Contractor shall respond to the request within 5 business days, unless severe weather conditions cause a delay. Any delays or delivery questions are to be directed t the Peter Kafka at (808) 572-4421. ORDERING OFFICIAL: Peter Kafka at (808) 572-4411 or Mark Rentz at (808) 572-4420 are the official ordering officers. No orders shall be accepted directly from any other personnel at the park location. PRE-BID SITE VISIT: It is recommended that potential contractors visit the site locations prior to submitting bids. All site visits shall be coordinated with Peter Kafka at (808) 572-4421. LEGALOBLIGATIONS: The contractor shall be responsible for the observance of law ordinances, statutes, and regulations pertaining to the transporting of water. Contractor shall obtain and pay for any license and all fees associated with the contracted services. PARK'S RULE AND REGULATIONS: The Contractor shall conduct the work in conformance with such appropriate park regulations as the Superintendent may prescribe, and shall also conduct the operation as to not interfere with or endanger the ordinary use of structures, roads, utilities, and other National Park Service facilities. Equipment operations and materials shall be confined to the limits defined by the National Park Service. Special attention shall be given to the protection of facilities and vegetation adjacent to the work areas. The Government contemplates the award of a not-to-exceed, firm fixed price contract with two option periods on a "low-price-technically-acceptable" basis. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
