Description
SUMMARY: This solicitation: SPM300-12-R-0007 is for Market Ready Bread, Bakery & Pastry Products for Hawaii Customers. The term of the contract is to be for a one (1) year/base year, February 2012 through 5 February 2013. These requirements will be solicited as Indefinite Delivery/Indefinite Quantity, Firmed Fixed Price supply contract. (Groups I,II, & IV Small Business Set-Aside / Group III Unrestricted to Business Size.) SUPPLIES/SERVICES/PRICING: REQUIREMENTS FOR BREAD/BAKERY/PASTRY PRODUCTS: GROUP I Bread & Bakery Products: Hickam AFB; Schofield Barracks; Hawaii Job Corps Center; Tripler AMC; Marine Customers; Navy Land Customers GROUP II Bread & Bakery Products: Navy Ships; Coast Guard Ships, NOAA Ships GROUP III Pastry Products Hickam AFB; Schofield Barracks; Hawaii Job Corps Center; Tripler AMC; Marine Customers; Navy Land Customers; Navy Ships; Coast Guard Ships GROUP IV Bread & Bakery Products: Pohakuloa Training Area (PTA), Hilo. The requirement is for the production of fresh bread/bakery/pastry products to be delivered to the customers' activities 24 to 48 hours after receipt of orders. The method of support is by direct vendor delivery to the customers The standard industry pricing model is a firm fixed delivery price. This acquisition will follow the guidelinesfor FAR Parts 13.5 - Test Program for Certain Commercial Items. The award methodology is based on Low Price/Technically Acceptable Source Selection Criteria, as non-trade off. Evaluation ratings are Pass/Fail. EFFECTIVE PERIOD OF CONTRACT/ORDERING/PERFORMANCE PERIOD: A contract resulting from this solicitation will become effective on the date of award. The contract award is deemed effective when notification is mailed, transmitted, or otherwise provided and received by the contractor. The one year ordering period will begin on a date specified by the Contracting Officer at time of award rather than on the effective date of award. The ordering/performance period of the contract shall commence with placement of the first customer order, on or after 6 February 2012 through to delivery on or before 5 February 2013. It is anticipated that the first order under the contract resulting from this solicitation will be placed on or after 6 February 2013. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: This acquisition utilizes a Low Price/Technically Acceptable Source Selection Process. Technical acceptability is determined to be the contractor's ability to provide product in accordance with the specifications/item descriptions and compliance with the delivery schedule. An offer will be technically acceptable if, as submitted, it meets ALL the requirements of this solicitation and agrees to all other terms and conditions of the solicitation. Low Price is determined to be the lowest awardable Total Estimated Aggregate dollar value for each group. Upon release, Soliciation will be available at www.dibbs.bsm.dla.mil and/or www.fbo.gov.
