Description
Sources Sought Fillable Form This is a SOURCES SOUGHT notice. This is NOT a request for proposals. The U.S. Army Corps of Engineers, Detroit District, is seeking potential firms that have the capability to execute a construction project at the VA Medical Facility, 5500 Armstrong Road, Battle Creek, Michigan 49037. The Contractor shall provide construction services necessary to renovate approximately 28,000 square feet of space, in the Community Living Center (CLC), Building 83, for patient privacy. Large multi-bed dorm rooms will be re-configured into private and semi private bedrooms in compliance with VA design criteria. A portion of the rooms will be equipped with special needs equipment (i.e. lift stations). The HVAC systems will be replace including new air handling equipment and exhaust fans. Secondary electrical distribution systems will also be replaced and upgraded as necessary. Work includes general construction, alterations, mechanical, plumbing, fire protection, information technology and electrical work, utility systems, necessary removal of existing structures and construction. This project requires knowledge of the following: general construction, alterations, mechanical, plumbing, fire protection, information technology and electrical work, utility systems, necessary removal of existing structures and construction. The contract will have a 365 day period of performance. The estimated award date of the contract is 15 March 2012. The estimated cost of construction is between $5,000,000 and $10,000,000. The North American Industrial Classification System (NAICS) code is 236220, which has a size standard of $33,500,000 in average annual receipts. ALL Qualified firms (large and small businesses, service disabled veteran owned businesses, HUBZone firms, Woman Owned, 8(a) firms) are encouraged to respond. The response to this notice shall be in summary format and shall not exceed five (5) pages. Do NOT send an SF 330. Responses shall include: (1) A completed Sources "Sought Information Request Form" located in this Sources Sought notice on www.FBO.gov. (2) If applicable, identification and verification of the company as a Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business, subject to verification by the Small Business Administration. Service Disabled Veteran Owned Businesses must be registered with VetBiz. The website address is https://vip.vetbiz.gov (3) A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project. (4) Past Experience - provide descriptions of three projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, and a description of how the experience relates to the proposed project. (5) A statement identifying what portion of the work would be self performed, and how it would be accomplished. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Attachments must be provided in either Microsoft Word or Adobe Acrobat PDF format. Please send responses by no later than 2:00 PM local prevailing time at Detroit, MI on 2 November 2011.
