- Provide all labor, equipment, tools, gauges, parts, appurtenances, supplies, transportation, supervision, quality control, and management necessary to perform maintenance and repairs on railroad trackage including replacement of rails, ties, crossings and accessories, surfacing, alignment, dressing of ballast, ditch maintenance, and incidental related at the Naval Support Activity, Crane Indiana via an indefinite delivery, indefinite quantity (IDIQ) requirements type contract. The solicitation contains provisions for a 12-month base period, plus two 12-month option periods to be exercised at the discretion of the Government. The term of the contract shall not exceed 36 months. Under the terms of a requirements type of contact, the Government does not guarantee a minimum amount or maximum amount of services to be ordered. However, the Government is obligated to order from the Contractor, and no other source, all supplies or services of the type described in the contract which are contracted for during the contract term. Exceptions are railroad maintenance work which will be accomplished by Government forces, work included as part of new mil-con or other new or major renovation projects, and work under the Government Purchase Card threshold which is currently $2,000.00. If the contractor does not accept an order, the Government reserves the right to procure the services from other sources. The Government will award a single contract resulting from this solicitation whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate the offers: past performance, experience, management ability, safety, and other factors as may be specified in the solicitation documents. These technical factors when combined are equal in value to the price. The NAICS Code for this solicitation is 237990 with a small business size standard of $33.5 million. This solicitation is a 100 percent small business set-aside. Solicitation will be released no earlier than 15 calendar days from the date of this notice with proposals due no earlier than 30 calendar days after the actual solicitation release date. A site visit/pre-proposal conference will be scheduled approximately 10 calendar days after the solicitation is released. Attendance at the site visit is not mandatory but is strongly encouraged.
