- ***NOAA's Acquisition and Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of Colorado's Institute of Arctic and Alpine Research (INSTAAR) will provide support to the Earth System Research Laboratory (ESRL) Halo Carbons and Other Atmospheric Trace Species Group for the collection of atmospheric air samples and for the preparation of air sample calibration cylinders at the INSTAAR Mountain Research Station (MRS). ***The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) market research and expert knowledge in determining that the University of Colorado is a unique source to fulfill this need based on the inter-comparability requirement for halo carbon and atmospheric trace gases calibration, gases indexes and familiarity with the Global Monitoring Division's sampling instrumentation suite located on site. The University of Colorado owns and operates the Mountain Research Station. The station is located at 9,500 feet MSL and provides an advantageous atmospheric sampling point for quality observations as well as calibration gases. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within five (5) days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
