- Required Key Labor PUBLIC ANNOUNCEMENT - A/E SOLICITATION #5198 The University of California, which operates and manages the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL) under Prime Contract DE-AC02-05CH11231 with the U.S. Department of Energy (DOE) is in-process of selecting a second UC LBNL campus with the potential for approximately 2 million gross square feet (GSF) of research and development facilities. The new campus would consolidate up to approximately 480,000 GSF of leased laboratory and office space and up to approximately 70,000 GSF of operations space in the first phase of development. Existing programs in leased facilities include Genomics, Life Sciences, and Physical Biosciences. The balance of the development capacity would allow for additional consolidation, growth of existing programs, new initiatives, and co-location with UC Berkeley, other UC programs, and synergistic third-party R&D organizations LBNL will create Long Range Development Plan, Physical Design Framework, and Basis of Design documents for the 2nd Campus. These documents will represent LBNL's programmatic vision, planned campus environment, land use designations, infrastructure requirements, technical standards and specifications, and specific requirements for the 1st phase of development. Through this A/E Solicitation #5198 LBNL intends to subcontract for Architect-Engineering (A/E) Services as an owner's representative that will review and verify that the scope and detail of the LBNL architectural and technical, as well as building code, requirements have been incorporated into the design and construction by the 2nd Campus development team. The University intends to enter into a Master Task Agreement (MTA) and issue individual Task Orders for these services. LBNL estimates that the duration of the MTA to be five years and the collective value of all Task Orders to be approximately $800,000. The University may issue more than one MTA or assign and allocate architect-engineering requirements with other engineering firms that are under subcontract or may be selected in the future. In addition, The University retains the exclusive right to perform all or any portion of the architect-engineering requirements. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. Interested firms are encouraged to submit qualifications as indicated below. The University will evaluate the qualifications of firms submitting information and will select a short list of the most highly qualified firms who will be invited to interview and submit additional information. Short listed firms may be required to prepare a sample task proposal. Scope Of Services - The A/E team (hereafter "Subcontractor") will be Subcontracted as an owners representative that will review and verify that the scope and detail of the LBNL architectural and technical, as well as building code, requirements have been incorporated into the design and construction by the 2nd Campus development team. The Subcontractor will develop review reports which will document changes required to the design documents and physical construction in order for the project to comply with LBNL requirements. Other tasks may also include, but are not limited to, attendance at periodic meetings, participation in presentation development, value engineering exercises, subject matter expertise for complex technical issues, and cost estimate validation for scope changes. Project Team - The Subcontractor's team requirement includes individuals such as licensed architects, licensed engineers of M/E/P disciplines, urban designers, landscape architects, lighting designers, and other specialty sub-subcontractors such as acoustical and vibration. The statement of qualifications shall include all sub-subcontractors expected to be part of the team. See the document entitled Labor Category Descriptions for AE - 5198, which details the anticipated Experience and Education for Key Personnel. Minimum Requirements: 1. Team Lead and Design Review Team: See Labor Category Descriptions for AE - 5198, which details the required Experience and Education for Key Personnel. In addition, the design team must include a cost estimator (preferably ASCE or ASPE certified). 2. Documentation Compatibility: The primary firm and sub-subcontractors must be able to generate, receive, or convert documents into Microsoft WORD, Microsoft EXCEL, Microsoft Project (Office Suite) and AutoCAD. BIM capability is required. 3. Location: The Principals and leads assigned to this project from the Subcontractor and the major sub-subcontractors (architectural, civil/structural, mechanical, and electrical) must be located within fifty (50) air miles from Berkeley, CA. Selection Criteria: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. 1. General Qualifications, including: a. Reputation and standing of the firm and its principal members. b. Experience and technical competence in performing comparable work. The primary firm and major sub-subcontractors (mechanical, electrical, and civil/structural) must have specific experience, within the last five years, involving R&D laboratory, industrial and office buildings, which have demanding environmental conditions (vibrations, settlement, temperature stability, EMI, etc.). The projects shall be listed in the Standard Form SF 330 and include any other supplemental information necessary to address this criteria. Experience will be evaluated on the basis of its breadth and depth, its similarity to contemplated tasks for this project as well as the overall quality of design services represented by the projects described. 2. Personnel and Organization: The firm must identify principals and individuals to be assigned to work on this project and describe how the firm and the project will be organized to manage this project. Evaluation will consider: a. Specific and recent experience of proposed team members with similar projects. b. Personnel will be evaluated on the basis of the similarity of their experience to that expected to be required on this project and on the overall quality of their work as represented by the projects described. Evaluation will also include: I. Technical skills of team members in reviewing, organizing, executing and controlling work; II. Abilities in overall project coordination and management; and III. Experience working together as a team. The University will favorably consider firms that assign the same personnel from those projects identified as being similar in accordance with paragraph 1 above. c. Proposed organization in support of this effort, delegations of responsibility, and assignments of authority; d. Availability of additional competent, regular employees for support as needed; e. Experience and qualifications of additional proposed sub-subcontractors that the firm may propose for specialized needs on specific tasks that may be performed under the resulting agreement. 3. Past Performance: The firm must provide information about its past record in performing work for the University of California, other universities and private industry. Firms are encouraged to provide any available documentation that would indicate their ability to complete projects on time and within budget, their ability to respond to changing workload requirements and schedules, and the overall satisfaction of past customers with their work. Submittals should include complete and current contact information of past customers; the University will check references as necessary to evaluate past performance. 4. Labor Rates: Firms must include a listing of proposed billing rates for labor categories to be used (See the attached Labor Rate Matrix) in performing projects and a description of the labor categories to include minimum qualifications and general duties. Labor rates will be evaluated to determine that they are in line with the local market for similar services and comparable to rates currently being paid by the University for similar services. Fully loaded labor rates for all labor classifications shall be provided. Annual labor rates shall be utilized for all Task Orders issued during the January - December periods of each year of the estimated 5 years and commence January 1, 2012. Labor rates and other rates may be negotiated before MTA Award. Interested firms must submit one (1) original and three copies of the U.S. Government Standard Form 330, Parts I and II and a completed copy of the provided Representation and Certification form. Firms may also submit one (1) original and seven copies of any supplemental information necessary to further address the Selection Criteria. It is preferred that all submittals include one CD or flash drive, which includes submitted documents in electronic format with searchable text. The original document being submitted should be bound and marked "Original Qualifying Information" and contain:  Completed SF330  Other qualifying information  OCI Disclosure Statement  Completed Representation and Certification Form  A CD or flash drive with submitted documentation saved in electronic format A single separate sealed envelope that contains labor rate and other pricing information must be included with the qualifying information. The envelope should also include a CD / flash dive with submitted rate saved in electronic format. Other Pre-Award Information: E-Verify Program Enrollment Verification The MTA will include FAR Clause 52.222-54, Employment Eligibility Verification. Accordingly, the selected Subcontractor will be required to: 1. Be enrolled as a Federal contractor in the Government's online E-Verify System, which is located at: https://e-verify.uscis.gov/enroll), and provide LBNL with written verification of the enrollment; 2. Use the E-Verify system to verify the employment eligibility of all employees assigned to the subcontract and of all new hires working in the United States, except that if the selected Offeror is an institution of higher education as defined at 20 U.S.C. 1001(a), or a State or local government or the government of a Federally recognized Indian tribe, it may choose to verify only new hires assigned to the subcontract; and 3. Include the clause in lower-tier subcontracts for construction or services, as required by the clause, and provide LBNL with written verification of the inclusion of the clause in the subcontracts and the lower-tier subcontractors' enrollment in the E-Verify system. The Statement of Qualifications shall indicate whether the Subcontractor is enrolled in the E-Verify system, and whether the employment eligibility of the employees proposed to be assigned to the MTA has been or will be verified. Organizational Conflict Of Interest (OCI) Information Subcontractors may not review of any of their prior work in the performance of tasks under this MTA. The selected Subcontractor will complete an OCI Disclosure Statement. Additional information about is the employment eligibility verification requirements is available at http://www.dhs.gov/E-Verify.
