- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-10-G-0007 to The General Electric Company, 1 Neuman Way, Cincinnati, Ohio 45215, on an other than full and open competition basis for the effort associated with the Conceptual Development Analysis for the integration of the T58-GE-400C engine into the VH-3D helicopter in support of the Presidential Helicopter In-Service Program. Areas of analysis include, but are not limited to: structural assessment, crashworthiness, performance, drag, reliability and maintainability and life assessment. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." As the sole designer, developer and manufacturer of the engines noted above, GE is the only known responsible source with the necessary technical data, knowledge, experience and expertise required to successfully perform the effort. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed delivery order, based upon responses to this notice, is solely within the discretion of the Government.
