- Question: The solicitation, under Section 3, Selection Criteria, (b) Capacity, states "The firm must demonstrate capacity to perform three (3) simultaneous task orders of varying type, magnitude and location. The firm should demonstrate ability to provide the following minimum personnel to perform work per task order: three soils lab technicians; two geotechnical design engineers; one engineering technician; one CADD draft person ; one 2-person survey crew; and two drill crews." To comply with this Selection Criteria, does the Tulsa District require that in Section D Organization Chart and Section E Resumes we include resumes for 9 soil technicians, 6 geotechnical design engineers, three engineering technicians, 3 CADD draft persons, 6 survey crew personnel, and 6 drill crew personnel in addition to listing capacity/numbers of personnel for these categories in Section H under Capacity? Answer: As indicated in paragraph 4e, resumes must be submitted for each employee required to meet the minimums stated in paragraph 3b. While paragraph 3b lists the types of labor disciplines required to work each task order, it is not necessary to have entirely different sets of team members work the three simultaneous task orders. Your firm may propose to use the same key personnel on multiple simultaneous task orders if you intend to propose that those key personnel will be able to successfully perform the required activities for all task orders concurrently without causing a delay or providing lesser quality. Question: (1) The organizational chart according to SF330 format criteria is to be located within Section D. Is the "...narrative describing how the organization will function" supposed to be included in Section F? (2) Is the narrative with respect to the subcontractor addresses and key person be discussed in Section D per the solicitation that states "Functions to be subcontracted shall be clearly identified by subcontractor or entity and their office location (specify the address of the office and key person that is assigned there)"? Answer: Section F provides a list of projects, and is not intended for a narrative describing how an organization will function. The narrative should be included in Section D. An organization chart shall be included as part of Section D. This should include subcontractors, identified by their office location and what function they will be performing. The organization chart and narrative should include both the prime contractor and subcontractors, and should list all key personnel, their function, and their office information. Foldouts of the organization chart or narrative are not allowed and shall not be considered.
