Description
Under the authority of Federal Acquisition Regulation (FAR) 13.501(1)(ii) test program for commercial items, the United States Army Medical Acquisition Activity (USAMRAA) intends to negotiate, on a sole source basis, with Chesapeake PERL Inc., 8510A Corridor Rd, Savage, MD 20763. Chesapeake PERL is the only responsible source that can provide the specialized services needed to fulfill this requirement. USAMRAA will issue a firm-fixed price requirements type award, as specified under FAR 16.503. Estimated total value is $2,500,000.00 for a base plus two option years award. This is a logical follow-on requirement to procure specific proteins, known as bioscavengers, to be used in medical research. Prior to delivery, all protocols and testing used to generate and purify the recombinnant mutant proteins will be performed at Chesapeake PERL. Unless the award is issued to Chesapeake PERL substantial duplication of cost to the Government will be incurred and this cost is not expected to be recovered through competition. Any reponses to this notice must show clear and convincing evidence that competition will be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information which demonstrates the ability to meet the Government's need. This information must be received no later than the 15th day after this notice is posted. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
