- The Department of Veterans Affairs, National Cemetery Administration is requesting sources offers from experienced qualified Small Business concerns to furnish all personnel, supervision, professional expertise, materials, services, equipment and quality control necessary to The purpose of this Statement of Work is to contract for vendor services to design and deliver three days of mentor-protégé training to the 2011 Cemetery Director Intern candidates and their assigned mentors in accordance with contract specifications at the National Cemetery administration, National Training Center, 4850 Lemay Ferry Road, St. Louis, MO. The Contracting Officer (CO) is Garry Harris, 303-914-5710. The bases of the requirements are as follows: The contractor should provide all resources necessary to accomplish the deliverables described in this Statement of Work, except as may otherwise be specified. The focus of proposed training session should be on the following: Session with Mentors A.Review of process and status of program B.Mentoring status "Open dialogue on current status and issues C. Mentoring skills training "Mentoring leadership skills "Initiating hard discussions "Opening dialogue "Mentoring vs. supervision D. Mentoring self assessment Session with Mentoring Pairs A.Mentoring Pairs update "Pairs discuss process they use to keep in touch B.IDP Update "Protégés present their updated IDP's and discuss how they have progressed and what they still need to accomplish C.Status of NCA Mentoring Process D.Update and status discussion on Roles and responsibilities - the mentoring triad "Mentor "Protégé "Direct Supervisor "Creating a triad not a triangle "Other roles in the mentoring relationship E.Mentoring Pair development activities F.Future developmental needs Lessons Learned/Focus Group Session A.Force field analysis "Successes "Failures "Motivations for future B.Design discussions - Matrix Diagram "Is the current design successful? "What else needs to be included? "What can be eliminated? C.Future of Process "Analysis of input "Recommendations and follow-up Contract facilitator should prepare all written program materials for session and provide appropriate audio/visual accompaniments to support successful training outcomes. Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet these requirements are requested to take into consideration the complexity and extent of the services to be performed. The VA well be issuing a Request for Proposal in accordance with FAR Part 15, Technical capability, past performance/client satisfaction when combined are when combined are significantly more important than cost/price. In this acquisition is restricted to Small Business Concerns. The government intends on issuing a base and four options year contract once awarded. NAICS is 611710, Education and Training services, is applicable to this acquisition with a Business Size Standard of $7.0 million. There will be a pre-announcement of when the solicitation will be posted, and solicitation documents will be available electronically at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
