- The Department of Veterans Affairs, National Cemetery Administration is requesting sources offers from experienced qualified Small Business concerns to furnish all personnel, supervision, professional expertise, materials, services, equipment and quality control necessary to requires a review of the 2011 curriculum, led by a facilitator with participation of key NCA subject matter experts (SME) and stakeholders in accordance with contract specifications at the National Cemetery administration, Office of Field Programs located at 810 Vermont Avenue NW, Washington, DC. The Contracting Officer (CO) is Garry Harris, 303-914-5710. The bases of the requirements are as follows: The NCA Director Intern program is a one-year curriculum consisting of a combination courses including NCA cemetery operations in field and office skills, behavioral, and leadership courses. Yearly review of the curriculum ensures that the program remains current and new concepts and needs are incorporated in sessions. NCA requires a review of the 2011 curriculum, led by a facilitator with participation of key NCA subject matter experts (SME) and stakeholders. The project includes: " Review of 2011 curriculum "Review of class assessments and data gathered on the success of each course in 2011 "Identifying key elements (classes, practicum, site visits etc.) of the curriculum "Sequencing of classes - based on learning outcomes and building knowledge blocks "Identifying resources needed for each course "Inputting all courses of the curriculum into the project management software - MS Project "Monthly review of curriculum and conference call with SMEs Facilitator requirements: "Expertise in curriculum design is required "Experience in working with subject matter experts and building a curriculum that combines theory with practical application is preferred "Knowledge of NCA culture and operations is preferred Length: "2 days of curriculum review and design with SME "1 day of prep and post curriculum review "12 hours for monthly review if you want it Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet these requirements are requested to take into consideration the complexity and extent of the services to be performed. The VA well be issuing a Request for Proposal in accordance with FAR Part 15, Technical capability, past performance/client satisfaction when combined are when combined are significantly more important than cost/price. In this acquisition is restricted to Small Business Concerns. The government intends on issuing a base and four options year contract once awarded. NAICS is 22556, Education and Training services, is applicable to this acquisition with a Business Size Standard of $7.0 million. There will be an pre-announcement of when the solicitation will be posted, and solicitation documents will be available electronically at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
