Description
SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF SOLE SOURCE (BRAND NAME) SPECIFICATIONS IN FY12 VARIOUS MILCON PROJECTS AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed item as parts of larger construction contracts to be executed on various military installations throughout Alaska. Item: Federal Signal Building Mass Notification System (BMNS). Each BMNS must meet all requirements of UFC 4-021-01. a. The BMNS shall provide two-way communication with the existing Federal Signal mass notification network. UFC 4-021-01 requires the BMNS to connect to the existing Giant Voice system. The existing facility-wide system is a proprietary Federal Signal Systems system using model UVICH ACUs pre-programmed with standard, facility-specific, voice recordings. This ACU does not currently meet UL Standard 864. Therefore, the BMNS must be independent from the fire alarm system or the UVICH ACU must be electrically isolated from the fire alarm system, in accordance with UFC 4-021-01. b. The BMNS shall consist of Autonomous Control Unit with battery backup, local operator consoles (LOC) and a Notification Appliance Network within the building to provide intelligible instructions at all locations in and around the building in accordance with UCC 4-021-01. Provide strobes to alert hearing impaired occupants. c. The secondary power supply for the MNS shall be capable of operating the system under quiescent load for a minimum of 72 hours and then shall be capable of operating the system during an emergency condition for a period of 60 minutes at maximum connected load. Interested suppliers/manufacturers must certify that any items proposed in response to this notice are Buy American Act Compliant. Responses must include the following information: (1) Fully detailed specification sheets. (2) Identification of the manufacturer's name, address, and country of manufacture. (3) Narrative addressing how alternate product to the one described herein is a fully comparable substitute. Please send responses to U. S. Army Engineer District, Alaska, ATTN: CEPOA-CT (Maloy), P. O. Box 6898, Joint Base Elmendorf-Richardson, AK 99506-0898 or email Kevin.j.maloy@usace.army.mil. Point of Contact: Kevin Maloy, 907-753-5594
