- This project is a Design/Build Project. The project consists of Design and Construction of Two (2), Four-Story, 264-Person Unaccompanied Enlisted Personnel Housing (UEPH) Barracks at Fort Campbell, KY. Buildings will be of permanent construction with a total gross square footage (SF) not to exceed 208,961 SF. Sustainable Design and Development (SDD), Energy Savings features, Department of Defense (DoD) Antiterrorism Standards for Buildings, building information systems, fire protection and alarm systems, and connection to energy monitoring and control system (EMCS) are required. Supporting facilities include the demolition of 13 on-site, multi-story buildings, totaling approximately 425,000 SF, having masonry exterior walls, interior wood framing, partial basements, and low-slope built-up roofs. Other supporting facilities include tree removal and grading, paving, walkways, curbs and gutters, Low Impact Development (LID) storm water management systems, extension of utilities to serve the project, and other general site improvements. Strict compliance with Leadership in Energy and Environmental Design (LEED) Silver requirements also applies. This is an UNRESTRICTED procurement. The estimated cost range for this project is $25M to $100M. NAICS code is 236220. Size standard is $33.5M. The performance period is 650 calendar days. This is a Two-phase procurement. Proposals will be evaluated by the Government in accordance with the following criteria for Phase I: Relevant Experience, Past Performance, Safety and Pro Forma information. Following completion of the evaluation of Phase I, up to a maximum of five (5) most highly qualified offerors will be selected to participate in Phase II. A pre-proposal conference will be held for these selected offerors at Fort Campbell, KY and has been tentatively scheduled for 31 January 2012. The estimated issue date for Phase I is 10 November 2011, with an approximate proposal due date of 12 December 2011. This project is available by downloading from the Internet only.
