- The Department of the Army, Healthcare Acquisition Activity- North, Fort Detrick, MD, intends to negotiate a Sole Source commercial item procurement with ESM Digital Solutions Ltd, Dublin, Ireland, to provide a quantity of one R700 Perpetual Scanning Unit and 3-D analysis software and licenses to the USAF 35th Dental Squadron, APO, AP. This proposed procurement is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than November 1, 2011, noon local time. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer. The ESM R700 Perpetual Scanning Unit is completely self-contained, allowing digital model generation on-site, eliminating the need for extended contracts for this service from the distant scanning laboratories currently available. In addition, the unit produces a non-proprietary, universal file type (.stl) that can be viewed and manipulated with existing virtual modeling software, as well as allowing regeneration to an analog model with existing stereolithographic equipment currently used by the USAF. This system will be used in the Orthodontic/Pediatric/Oral Surgery sections to eliminate the costly production of orthodontic plaster model sets for patient diagnosis and treatment planning. In addition, it will allow the archiving of all plaster model sets to a digital file, eliminating the current storage need for over 300 orthodontic study casts per year that must be stored and maintained indefinitely. This system eliminates the need for mailing impressions to a third party for scanning into a digital format, which is cost-prohibitive from an overseas location, where a same-day turn around would be required. Currently, this is the only in-house system that provides a non-proprietary file-type for dental model scanning. This file type can be used by USAF facilities to reproduce hard copies of the scanned models.
