Description
Draft Scope of Work The Consumer Financial Protection Bureau (CFPB) Office of Financial Education (OFE) is seeking capabilities information regarding freelance writers and editors with at least five (5) years of experience covering personal finance and/or consumer finance issues. Vendors must also have at least five (5) years of professional writing and/or editing experience. CFPB OFE anticipates establishing a contract vehicle whereby the contractor will be asked to develop a variety of materials including, but not limited to, online articles, blogs, brochures, fliers, video scripts, and/or similar written materials on topics related to consumer finance and financial education. CFPB OFE anticipates initiating and completing approximately fifty (50) writing projects over the next year on various issues including savings, borrowing, financial decision-making, and preparation for educational expenses and/or major purchases. The contractor will prepare written materials using plain language for a mass audience. In most cases, the material will be developed from a content outline provided by CFPB. The length of the projects will vary. Writing assignments will be paid on a per-word basis. Editing assignments will be paid on an hourly basis. In both cases, maximum lengths and allowable time will be determined by assignment. Writing assignments will include drafting the original work, supplying source materials to all statistics and factual statements, and up to four (4) revisions after review by OFE. The contractor will provide CFPB the text in Microsoft Word document within ten (10) business days from assignment; revisions must be completed within two (2) business days. All works must be original. The Consumer Financial Protection Bureau will retain full ownership and copyright of the materials. Editing assignments will include review and edits of draft materials for clarity, accuracy, grammar and AP style. Submission Instructions Responses to this RFI should be submitted via e-mail only to Nicholas.Olson@cfpb.gov by the closing date/time. Responses must not exceed fifteen (15) pages and must contain the following information: - Vendor's capability statement; - Vendor's pricing information, as described above (writing: per word) (editing: per hour); - Writing samples of previous relevant work; - 3 professional references that you have done similar work in the last twenty-four (24) months; and - Writing samples* that demonstrate successful past performance in the areas of: o Developing educational materials for use by the general public that articulate sometimes extremely complex consumer financial information and concepts using non-technical terminology to clarify consumer rights and inform consumer decision-making; and o Developing concise written educational materials for specialized audiences of consumers and internal stakeholders that explain consumer rights and responsibilities, simplify complex and non-routine financial service and product concepts and information, and are compatible with both traditional and new media formats. *Writing sample work products may include tip sheets, comparison shopping guides, talking points, messaging scripts, and relevant tools to enhance decision-making.
