Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to award a firm-fixed price (FFP) contract to provide for up to 500 Frisker Station Training Devices (FSTD) that will supplement the existing Multi-Function RADIAC (Radiation, Detection, Indication and Computation) Training Device (MFRTD). The procurement will have a period of performance from the effective date of the contract through 30 September 2014. The NAICS code is 334517. The proposed contract action is being solicited on a sole-source basis to Radiation Safety and Control Services, Inc. (RSCS). The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1. RSCS is the only manufacturer of the MFRTD that the FSTD will be associated with and they have proprietary information with the MFRTD (patent pending). RSCS has the necessary knowledge, expertise, equipment and design to manufacture the FSTDs. A formal solicitation will be posted to this site in November/December 2011. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all responses received by 28 November 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to Lorri Loveland by e-mail at lorri.loveland@navy.mil or by fax at (301) 227-3476 on or before 28 November 2010. Responses that are non-compliant with any of these instructions may be rejected without further consideration for award. If a change occurs in this requirement, only those offerors that responded to this announcement within the required timeframe will be provided any changes/amendments and considered for future discussion and/or award. All contractors and individuals doing business with the Federal Government must be registered at the Central Contractor Registration (CCR) database to be considered for award. Information on registration and annual confirmation requirements can be located via the Internet at www.ccr.gov.
