Description
The U.S. Army Contracting Command, Picatinny Arsenal, NJ, on behalf of PM Soldier Weapons has a requirement for the manufacture and delivery of the M249 200 Round Soft Pack Magazine. This will be a five (5) year firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) type contract for FY12 through FY16. The contract minimum is 3,837 units and 10 each First Article Test (FAT) units. The maximum contract quantity for all ordering periods is 38,000 units. The M249 200 Round Soft Pack Magazine shall be manufactured, inspected, assembled, packaged, and delivered in accordance with (IAW) the Statement of Work (SOW) and the Government Technical Data Package (TDP), which includes: U.S. Government drawings and Specialized Packaging Instructions (SPIs). A First Article Test (FAT) is required for ten (10) M249 200 Round Soft Pack Magazines consisting of five (5) M249 200 Round Soft Pack Magazines Assemblies and five (5) complete sets of parts and sub-assemblies one hundred eighty (180) days after date of contract award. Production deliveries will commence forty-five (45) days after contractor receipt of written Government approval of the First Article Test Report. Production deliveries will start at a rate of 837 M249 200 Round Soft Pack Magazines the first month ramping up to a rate of 1,000 each the second month and all subsequent months for the balance of the first Delivery Order (DO). Any subsequent delivery orders will have its own unique delivery schedule. NOTES: Note 1: The TDP for the M249 200 Round Soft Pack Magazine will be marked Limited Distribution D, distribution authorized to the Department of Defense (DoD) and its DoD contractors only. Only contractors who have been certified by the U.S./Canada Joint Certification Office under DD Form 2345, Military Critical Technical Data Agreement process are eligible to receive TDPs with restrictive statement codes. To facilitate validation of the Contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return to the contracting officer for process prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. This acquisition is 100% set aside for small business. Note 2: DD Form 2345: In addition, a copy of the companys State/ProvincialBusiness License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. Note 3: DD Form 1350: Question 5 obtaining an ITAR number from the United States Department of State. This is necessary for any company that will be manufacturing DoD equipment even if such items are not being exported out of the country. This process of obtaining this number costs $300.00 and is specifically required by article 122. This procurement is North American Industry Classification System (NAICS)332994. FOB is destination.
