Description
NASA/ARC has a requirement for multiple billets of 20 degree, shingle laminated,carbon phenolic. Each billet will measure approximately 10in. x 21in. x 3.1in. and ismade from MX-4926N prepreg. MX-4926N is proprietary to ATK. NASA/ARC intends topurchase the item from ATK Space Systems, Brigham City, UT, in accordance with 10 USC2304(c)(1), the only known responsible source for these items, and no other supplies orservices will satisfy agency requirements. ATK is the only source identified that meetsall of NASAs requirements. The specifications for the billet are listed below: 1: MX-4926N laminated carbon-phenolic material to conform to the NASA Ames specificationTPS-0095 or equivalent (i.e. ATK STW5-12053). 2: Minimum billet size: 10 inches wide x 21 inches long x 3.5 inches thick plus or minus0.06 inches on all dimensions (larger billet ok). 3: 20 degrees ply angle plus or minus 7 degrees, see sketches attached for orientation(either orientation is acceptable). 4: Plus or minus 45 degrees bias tape.5: Standard cure.The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:00 p.m. local timeon November 14, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
