- Manufacture of Instrumentation and Control Systems This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Indian Head Division Naval Surface Warfare Center is refurbishing a chemical plant. An official redesign of the facility has been conducted and a portion of the work involves new process instrumentation and control systems hardware for newly installed equipment. The Government is searching for a company which can provide the instrumentation and hardware necessary to complete the equipment installation. A.Process Instrumentation Includes: 1.Valves- Provide valves as cited in the Instrument Index Sheet. Provide only instrumentation as CFCI and CFGI . Specifications for these valves can be found in the following data sheets: a.2100 Control Valves b.2200 On-Off Valves c.2300 Solenoid Valves d.5600 Pressure Safety Valves 2.Flowmeters- Provide flowmeters as cited in the Instrument Index Sheet. Provide only instrumentation as CFCI and CFGI . Specifications for these flowmeters can be found in the following data sheet, 3100 Magnetic Flowmeters and 3600 Variable Area Meters . 3.Thermocouples- Provide thermocouples as cited in the Instrument Index Sheet. Provide only instrumentation as CFCI and CFGI . Specifications for these thermocouples can be found in the following data sheet, 7100 Thermocouple . 4.Pressure Transmitters/Regulators- Provide instrumentation as cited in the Instrument Index Sheet. Provide only instrumentation as CFCI and CFGI . Specifications for this instrumentation can be found in the following data sheets. a.5000 Pressure Gauges b.5100 Pressure Transmitters c.5500 Pressure Regulators 5.Switches- Provide switches as cited in the Instrument Index Sheet. Provide only switches as CFCI and CFGI . Specifications for these switches can be found in the following data sheets: a.3200 Flow Switch b.4300 Capacitance Level Switch 6.Rupture Disks- Provide rupture disks as cited in the Instrument Index Sheet. Provide only rupture disks as CFCI and CFGI . Specifications for these switches can be found in the following data sheet, 5700 Rupture Disk rev 1 . B.Control Hardware: The official redesign contains automated control capabilities of chemical manufacturing via a Programmable Logic Controller (PLC) and connected enclosures holding input/output nodes to instrumentation. This section touches on what control hardware components will be provided as specified in the design. 1. Enclosures E1, E2, EX2, EX3, EX4, and EX5 are existing enclosures that require modification. Provide only the materials to complete this modification. The following drawings contain the bill of materials required to complete this modification. Please note that only the bubbled components is required to be provided: a.2004-Y-025-01D b.2004-Y-025-02A c.2004-Y-025-04C d.2004-Y-025-05C e.2004-Y-025-06C f.2004-Y-025-07C 2. Fabricate new enclosures E3, PP-1, and PP-2 and it shall be complete with all components. Refer to drawings 2004-Y-025-09C, 672-760, and 672-761 . - The following documentation can be obtained by request: P&IDs HEAT, Inc. TCU Mechanical Drawings Mechanical Specifications, Pipe and Valve Specifications, and Associated Reference Documents Instrument Index and Data Sheets Instrument/Electrical Location Plans & Section Wiring Schematics PLC I/O Panel Layouts VFD Panel Design Drawings In responding to this Sources Sought, respondents should provide the following information: Past performance manufacturing of the requested or similar items A summary of the respondents technical and manufacturing capabilities Identification of those major components that may be subcontracted Production lead time following contract award A description of the company s quality plan A description of the company s safety plan Company size (please identify as either Large, Foreign, Small, Small Disadvantaged, 8(a), Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business. All information collected from this market survey shall be used for PLANNING PURPOSES ONLY. This information is being collected for market research purposes, is not a request for proposal (RFP), and does not represent any obligation on the part of the Government. The Government will not award a contract on the basis of this market survey and will not pay for information solicited. Please clearly identify any proprietary information submitted. All information submitted will be retained in the solicitation file as market research and will not be released to the public. All interested sources shall also provide the organization name, address, point of contact, phone number, fax number, e-mail address, taxpayer identification number, DUNS number, and CAGE Code.
