- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to AB SCIEX, LLC, 110 Marsh Drive, Foster City, CA 94404, for a 12 month service agreement for NINDS's existing 5800 MALDI TOF/TOF mass spectrometer system. NINDS uses the equipment to analyze proteins and peptide samples provided by NINDS investigators. The Period of Performance is 12 months. The Contractor shall provide complete system protection including mass spectrometer system scheduled planned maintenance visit(s), remedial and emergency repair coverage using only new or true factory remanufactured parts, and priority application technical assistance center support and phone support. Re-certification will also be performed. AB SCIEX is the manufacturer of the 5800 MALDI TOF/TOF mass spectrometer system and is the sole source provider of service agreements for this equipment. The mass spectrometer system is highly technical with specifications that only AB SCIEX's service engineers have the tools to manipulate, program, and set. Service engineers are the only technicians certified to perform maintenance/repair on this equipment. AB SCEIX service engineers receive continuous factory training and certification on the company's current and latest technology and techniques and have exclusive access to AB SCEIX's latest technical developments, repair procedures, and application updates and planned maintenance procedures. This acquisition is being conducted under simplified acquisition procedures using FAR Part 12 and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
