- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals shall be valid for a minimum of 60 days. This announcement constitutes the solicitation. The duration of the order is 12 months (1 Dec 2011- 30 Nov 2012) for Mentor Graphics Design Tools. The NAICS Code is 541511 with a size standard of $25M. The request for quote (RFQ) reference number is H94003-12-Q-0001. The government's intended sole source for this proprietary software is Mentor Graphics Corporation, 8005 SW Boeckman Rd. Wilsonville Or. 97070. All responsible sources may submit a capability statement quotation which shall be considered by the agency. The place of performance is Defense Microelectronics Activity (DMEA), 4234 54th St, McClellan, CA 95652. The objective of this purchase is to obtain updates, maintenance and support for printed circuit board and digital hardware design. The vendor shall provide software updates/maintenance and support for all products identified in Appendix A. All Mentor Graphics software products currently in use by DMEA will be evaluated annually, to determine if additional products are needed, or if existing requirements are no longer required. The vendor shall provide DMEA a list of all vendor products maintained that will be 'end of life' during upcoming bid year. If a product is determined to be 'end of life' the vendor will provide a recommended alternate software product to DMEA for evaluation. The vendor shall provide telephone and electronic support service to DMEA design engineers and system administrators (identified in Appendix B). The vendor shall deliver all new products and updates to the DMEA systems administrator. Copies of Appendix A and B are available from the contract specialist identified below. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-53. The following FAR clauses apply: 52.212-1, Instructions to Offerors - Commercial; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items. DFARS clause 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. DPAS Rating is S10.
