Contracting Office Address Department of Homeland Security, Customs and Border Protection, Procurement Directorate, 1300 Pennsylvania Avenue, N.W., Room 1310 NP, Washington, DC, 20229, UNITED STATES Synopsis: Request for Information (RFI): Pursuant to Federal Acquisition Regulation 52.215-3, Request for Information or Solicitation for Planning Purposes, the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP) is conducting market research. This Request For Information (RFI) is for planning and market research purposes only and should not be considered as a request for proposal or as a solicitation to do business with the Government. There is no solicitation package available at this time. Background: CBP Use of Force Policy requires USBP agents to demonstrate an acceptable level of proficiency in the use of firearms (pistol, shotgun and rifle) on a quarterly basis. CBP Use of Force Policy also requires USBP agents to undergo law enforcement tactical training on a quarterly basis. Therefore, training must take place at a firing range facility that has the capabilities to accommodate USBP required firearms training and qualification initiatives. This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their capabilities and suggestions that will allow the Government to refine its potential course of action. This RFI effort is intended to assess industry firing range service capability for acquisition planning purposes. The CBP Contracting Office is requesting responses from qualified business concerns. As prescribed in Federal Acquisition Regulation 15.209(c), the Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited herein. Your response to this RFI will be treated as information only. It shall not be used as a proposal. This solicitation is issued for the purpose of conducting market research which will be used to formulate an acquisition strategy for a local firing range contractor that can provide a facility able to accommodate USBP required training and qualification initiatives. The qualifying NAICS code for this effort is 713990 - All Other Amusement and Recreation Industries. The Classification Code is G003 - Recreation. Requirements: At a minimum, responses to this RFI must be able to describe your company's capabilities and provide a brief synopsis of your ability to meet either all or a portion of the requirements described herein. Recommendations regarding the potential breakout of this requirement will be considered for preliminary planning and market research purposes. Vendor responses to the RFI shall be limited to 20 pages and include the following information: •1. Vendor name, address, point of contract, phone number and E-mail address; •2. Vendor interest in proposing on the solicitation when/if issued; •3. Vendor capability to perform a contract of this magnitude; •4. Vendor business size and small business status, as applicable; •5. Link to the vendor's General Service Administration schedule, or attached file of the same, if applicable; •6. Any current or past customer (i.e., within the past two (2) years) to include contract number, point of contact, telephone number and/or E-mail; •7. Other material relevant to establishing core competencies of the firm. Potential vendors should have the capability, at a minimum, to: •1. Provide a twenty-five (25) yard (indoor or outdoor) firing range facility suitable for conducting all USBP training and qualification requirements for pistols and shotguns consisting of at least six (6) individual shooting lanes and within 30 miles of 2410 Natures Path Way, Blaine, Washington 98230. The facility shall include an equipment cleaning table suitable for the cleaning and maintenance of USBP weapons; •2. Provide a one-hundred (100) yard (indoor or outdoor) firing range facility suitable for conducting all USBP training and qualification requirements for small bore rifle consisting of at least six (6) individual shooting lanes and within 30 miles of Blaine Sector Headquarters located at 2410 Natures Path Way, Blaine, Washington 98230. The facility shall include an equipment cleaning table suitable for the cleaning and maintenance of USBP weapons; •3. Provide all operational equipment, licenses and permits necessary to accommodate the requirements of the USBP Firearms and Tactical Training Program; •4. Provide for all equipment maintenance and supplies, air quality testing and custodial services and supplies necessary to maintain the facility; •5. Established safeguards to ensure performance is not to be interrupted except in the case of a preauthorized schedule change; •6. Provide a firing range that will accommodate both standard lead and frangible ammunition; •7. Provide room with classroom capacity for twelve (12) USBP Agents (available on site). •8. Provide lighting levels on the firing range to provide for multiple levels of training under variable lighting conditions from complete darkness to high intensity daylight (user controlled); •9. Provide firing positions and targets with corresponding numbers, target frames, target props and other firing range equipment such as metal targets; •10. Provide secure water tight storage accommodations; •11. Provide a firing range that meets or exceeds all Federal, State and Local requirements addressing health, safety and environmental requirements: (1) All measurement, testing and maintenance shall be in compliance with all manufacturers' recommendations and OSHA/WISHA Standards; (2) All surfaces within the facility shall be maintained free of all lead contamination (use of compressed air for the purpose of cleaning shall be prohibited); •12. Provide two (2) rest rooms (one male and one female) for USBP personnel participating in training and qualification activities (Restrooms shall be maintained free of lead contamination in accordance with OSHA/WISHA standards at all times ); •13. Provide firing range time suitable to accommodate up to twelve (12) USBP Agents a day five (5) days a week for the following performance period: Base Period: _April 2011 through March 2012 (12 months of service) Option Year One: _April 2012 through March 2013 (12 months of service) Option Year Two: _April 2013 through March 2014 (12 months of service) Option Year Three: _April 2014 through March 2015 (12 months of service) Option Year Four: _April 2015 through March 2016 (12 months of service) •14. Established safeguards to ensure USBP property that is present while the range is in use shall not be commingled (intermixed) with Contractor-owned or private sector patron-owned property (this includes any private sector patron or other Government Agency including other Federal, State or Local Agencies); •15. Provide sufficient and secure parking to support all government and privately owned vehicles of USBP personnel participating in training or weapons qualification activities at any given time during utilization of the facility. Parking for 12 (twelve) vehicles is needed when USBP personnel are scheduled to use the firing range. Questions: Responding vendors shall answer the following questions: •1. Assuming the scope of work does not change how long of a period of performance can you accurately project your costs? •2. How long is your typical contractual arrangement established with vendors and subcontractors? •3. What limitations of firing service support would you have? •4. Does your company have previous experience with Government contracts? Did you face any challenges? If so, what challenges did you face and how did you overcome them? •5. Is your company familiar with the Government processes of contracting, billing, engineering, etc.? •6. Would firing range facilities be available for evening training sessions (3:00 pm - 11:00 pm)? •7. What recommendations/approaches can you offer that would provide USBP insight that would result in successful Contractor firing range support? •8. What are the limitations to tactical exercises that require driving onto the firing range? •9. With regards to all other requirements described herein, what limitations would you have? Other: NOTE: THIS IS NOT A FORMAL SOLICITATION. ISSUANCE OF THIS NOTICE DOES NOT CONSTITUTE ANY OBLIGATION ON THE PART OF THE GOVERNMENT TO PROCURE THESE SERVICES OR TO ISSUE A SOLICITATION. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. THE GOVERNMENT WILL NOT PAY FOR INFORMATION SUBMITTED IN RESPONSE TO THE RFI AND RESPONSES TO THIS NOTICE CANNOT BE ACCEPTED AS OFFERES.
