- Weather Screening for the Louis Stokes Cleveland VAMC Patient Parking Garage 9/3/2011 TABLE OF CONTENTS SECTIONTITLE 1.0SCOPE OF WORK 2.0GENERAL 3.0CONTRACTOR REQUIREMENTS 1.0SCOPE OF WORK Project will consist of a windbreak/weather barrier infill to the south openings along the second floor patient garage at the Louis Stokes Cleveland VAMC. Panels will be individual vinyl mesh screens installed in a single piece between columns to stop wind driven rain and snow from accumulating on the concrete walking surface connecting the overhead bridge from the Administration Building and the overhead bridge to the medical center. See attachment for floor plan and elevation of existing garage openings. The garage is a post-tensioned concrete structure; therefore care must be taken not to damage the reinforcing. The area of the openings to be infilled is approximately 520 feet long by 9 feet 2 inches high, but the exact area is to verified/determined by the Contractor. The materials used shall meet the following minimum requirements; Mesh: PVC coated scrim (mesh), Denier Polyester Base Fabric. Weight: 10 oz./sq. yd. min. Color: Black. Grommets: brass grommets at spacing required to exceed minimum code requirements for wind loading. Cable: braided aircraft cable, sized to meet loading requirements Misc: Steel Eyebolts, Anchors, Aluminum Snap Clamps The mesh shall be suspended from braided aircraft cable supported from steel eyebolts and anchors in existing concrete structure. Cabling shall be strung through eyebolts and tightened using steel turnbuckles. Mesh shall be suspended from cable using aluminum snap clamps to the brass grommets. Project shall include installation of above described work and warranty of product for material and workmanship for a period of one year from date of substantial completion. 1.All work shall be in accordance with EPA and VAMC regulations and IBC wind loading requirements. 2.Contractor shall field verify all existing conditions, conduct necessary surveys and testing to establish the extent and complexity of the above described work. 3.Contractor shall develop a bid package for the project award which will include a detailed cost breakdown of materials, labor, and overhead and profit. 4.Contractor shall comply with all applicable codes such as NFPA, OSHA, ANSI, and other applicable Federal, State and Local code requirements, including IBC. Contractor will be responsible for complete functional design and provide a complete installation. 5.Project Schedule is 45 days after award to complete the project. Contractor is encouraged to propose alternative design solutions based on expertise and past performance of similar installations. The selected proposal will be that which is of the best value to the government and not necessarily the least expensive. 2.0GENERAL 1.The contractor will be given the Criteria for the project, and appropriate orientation by the VAMC offices of Engineering Service and Contracting. 2.Existing Construction Drawings of the parking garage are available in files of the Engineering Service, VA Medical Center. The drawings are not to be expected to be accurate in all respects, and the Architect-Engineer is to verify all features affecting the project by field investigation. 3.0CONTRACTER REQUIREMENTS 1.Material Samples shall be submitted within 3 days of Notice of Award. 2.Installation drawings and engineering calculations sealed by a licensed professional engineer shall be submitted within 10 days of Notice of Award. 3.Submittal shall include sufficient information to show capability to manage, and perform the scope of the project and ability to maintain schedule. Include qualifications of the employees who will be carrying out the project as well as past performance on similar projects. 4.Normal business hours for construction work are from 7:00am to 4:30pm Monday through Friday, excluding federal holidays. In the event that the work can not be completed within that timeframe, the contractor may request in writing to the COTR for an alternate timeframe with no additional cost to the Government. 5.Contractor shall maintain a safe work area with barriers to prevent pedestrian traffic from entering the work area. Sections of work area shall be closed off by using caution tape, cones or other barricades that will direct pedestrians around area of work. Contractor shall conduct the work in a manner to minimize the disruption to VA veterans, visitors, and its staff. Barricades shall be removed by the contractor upon completion of the work. 6.It needs to be recognized that the parking garage will remain open during the work. Access to the garage for contractor vehicles will be limited to two (2) vehicles containing materials and equipment. Additional contractor parking shall be offsite and the responsibility of the contractor to obtain and finance. 7.The contractor shall remain responsible for all their personnel that will work under this contract. Contractor shall ensure that all employees are legally employed, trained in proper safety requirements, and are knowledgeable of the work of this contract. 8.Contractor shall be responsible to repair or replace any property of the VAMC, it employees or its visitors, that is broken or damaged by their employees at no additional cost. 9.Utilities required to execute the work will be available to the contractor at no cost to the contractor. 10.Contractor shall be responsible to keep the work area clean and orderly. Ensure that there are not any unnecessary cables, hoses, ladders, or other equipment left in an inappropriate location that could interfere with the operation of the medical center or be a cause of risk or hazard to pedestrians. 11.Contractor is responsible for the safe keeping of their equipment and materials being installed. Lost, broken, or stolen equipment and materials will be replaced by the contractor at no additional cost to the VAMC. 12.Contractor shall keep a daily log of each day work is performed. Report shall include at a minimum, work performed, number of employees, and any accidents or events that may require documentation. Logs shall be submitted to the COTR at intervals agreed upon with the COTR. 13.The contractor may be required to submit a site specific safety plan pursuant to Occupational Safety and Health Administration (OSHA). The safety plan must be reviewed and approved by the Louis Stokes Cleveland, Department of Veterans Affairs before any onsite construction work is performed. - - - END OF SCOPE - - -
