- Custodial PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation, HSFE09-12-Q-0001, is being issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This procurement is a 100% total HUBZone small business set-aside in accordance with FAR 19.1305. The NAICS code is 561720 and the small business size standard for this NAICS Code is $16.5 Million. The Pacific Area Office (PAO) for FEMA at Fort Shafter, HI has a requirement for custodial services at Bldg. 520, located on Fort Shafter, HI. See attached Performance Work Statement for work description and building location. See applicable wage determination (2005-2154, Rev 14 dated 09/09/2010) under the Service Contract Act. The period of contract performance shall consist of a base year (commencing on/around 01 Dec 2011 thru 31 Oct 2012 and four (4) option years (commencing on/around 01 Dec 2012 thru 31 Oct 2016. All firms or individuals responding must be registered with the Central Contractor's Registration (www.ccr.gov) to be considered for award. A site visit is scheduled for 1:00 P.M., Monday, 14 Nov 2011. It is highly reccomended all prospective bidders attend the site visit as it is the responsibility of the contractor to determine the work requirements for this performance based requirement. All quotes/responses must be received no later than 5:00 P.M., Pacific Daylight Savings Time, Monday 28 Nov 2011. Offers will be evaluated as to the best value to the Government. The following evaluation factors will be considered: Price, Technical Capability and Past Performance. The Government intends to evaluate quotations/offers and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
