Description
Under the authority of FAR 6.302, Steris Corporation is the sole proprietor of this sterilization system and the maintenance thereof no other supplies or services will satisfy VISN 9 requirements. The Dept. of Veterans Affairs, Network Contract Activity, VISN 9 intends to make a sole source award to Steris Corporation with an estimated value of $90,688.00 for a base year plus four (4) option year contract for the purchase of an annual http://vaww.aams.ecms.va.gov/AAMS_Production/ContentManager/maintenance agreement. This product will be used at VAMC Memphis, Tennessee Research Department and will work in conjunction with existing equipment to maintain consistency and agency standardization. SOLE SOURCE JUSTIFICATION: Under the authority of FAR 6.302, Steris Corporation is the sole proprietor of this sterilization system and the maintenance thereof, and no other supplies or services will satisfy VISN 9 VAMC Memphis requirements. Substantial duplication of cost to the Government is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. Maintenance of this system performed by the proprietor is essential to and has the only solution to meet the agency's requirements at the using service Medical Facility. Further market research and analysis indicates other companies' similar products, or products lacking a particular feature, do not meet, or cannot be modified to meet, the agency's needs. The medical center has found that with this maintenance agreement, the agency can maintain its current standardization requirement and consistency within the medical facility. The government would incur undo substantial cost and risk by using a different vendor that has not been certified and trained by the Steris Corporation on performing annual maintenance. The cost to compete in an attempt to procure different brand name product does not out weight the benefit of maintaining our current standardization and consistency within the agency's operating facilities. The cost for this requirement is $17,160.16 for FY12. This requirement will have 4 additional option years and the total cost including all options is $90,688.00. This notice of intent is neither a request for quote nor a solicitation of proposals. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates an ability to meet the agency's needs.
