- RFP Attachment #3- NRC Form 829: NRC Small Business Subcontracting Plan Request for Proposal (RFP) No. NRC-HQ-11-R-37-0107 entitled, “Neutral Services Supporting the Nuclear Regulatory Commission Office of Enforcement’s Alternative Dispute Resolution Program” RFP Cover Letter The U.S. Nuclear Regulatory Commission (NRC) is soliciting proposals for the subject requirement. The full scope of work anticipated is set forth in the attached solicitation. It is the NRC's intention by this solicitation to secure the best qualified organization available to perform this requirement, cost and other factors considered. The designated NAICS Code is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $7 million. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. Notice to large businesses: The subcontracting plan requirements of P.L. 95-507 are applicable to this effort. Thus, all large businesses must submit a detailed subcontracting plan. If you desire to respond, your proposal should address the proposal requirements set forth in Section L of the solicitation. All proposals shall be evaluated against the evaluation criteria shown in Section M. To respond to this request, your organization will be required to provide an offer to the NRC. Proposals must be submitted either by mail or electronically (Jennifer.DeFino@nrc.gov). Electronic submission is preferred. If your submission is by mail you must submit one original and two (2) copies, no later than 2:00 P.M. EST on Monday, December 05, 2011. Offers delivered by hand, including delivery by any express mail services or special delivery services which use a courier or other person to deliver the responses in person to the NRC, should be addressed to: U.S. Nuclear Regulatory Commission Division of Contracts ATTN: Jennifer A. DeFino- Mail Stop, TWB-01-B10M 11555 Rockville Pike Rockville, MD 20852 If your submission is by email, you must email your proposal to Jennifer.DeFino@nrc.gov no later than 2:00 P.M. EST on Monday, December 05, 2011. Please note that the NRC firewall size limitation is 10MB. The proposal shall be signed by an official authorized to bind the company, and it shall contain a statement indicating a proposal acceptance period of not less than 120 days. It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Contracting Officer at the earliest possible time, but no later than, 12:00 NOON EST on Monday, November 14, 2011, any ambiguities, discrepancies, inconsistencies, or conflicts between the SOW and other documents attached hereto or incorporated by reference herein. The deadline for questions is 12:00 NOON EST on Monday, November 14, 2011. The answers to the questions received will be posted in the form of an amendment to the solicitation. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents, as appropriate, will be posted at this website; therefore, interested parties shall not send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephoned, mailed, e-mailed or faxed requests will not be honored. Interested parties shall be responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government shall not reimburse interested parties for any costs associated with responding to this solicitation. The government reserves the right to award without discussions therefore; the offerors initial proposal shall contain its best terms.
