- The U. S. Environmental Protection Agency (EPA) intends to award a sole-source purchase order to RAND Worldwide, Owings Mills, MD (formerly Avetech Solutions of Owings Mills, MD) for Services for Modification of the EPA?s Web Central Preventive Maintenance Module. Period of performance will be 10 days.The EPA believes that RAND is the only source capable of providing this support service. At the EPA, Archibus/FM and its modules are not just used by themselves in a standalone fashion. The EPA has integrated Archibus/FM into our Oracle database infrastructure, our ColdFusion Web development and all our Web applications ( e.g. RTP Locator, Property Management Database, Service Call Tracking, Task Order Tracking). This causes our software installation and support structure to be non-standard, not ?out-of-the?box?. A technician or developer can?t simply take the Archibus/FM upgrade CDs, plug them into our environment, and perform an upgrade. There is unique scripting and customizations in place that has to be accounted for before new versions of Archibus/FM or its modules can be installed or updated.Rand Worldwide (formerly Avatech Solutions) has been the provider for our customized version of Archibus/FM since it was first installed at EPA. They have customized many areas of the Archibus/FM database, and they are intimately familiar with our setup and installation. They provide unique scripts that update the customizations during an Archibus/FM software upgrade. No other vendor can provide that function because they don?t have the scripts. Over the last 14 years, more than a hundred EPA-specific customizations have been made to our Archibus/FM suite. These customizations were made to address the unique facility management and customer needs and provide us with the ability to display customized data, not the generic titles that Archibus/FM provides ?out-of-the-box?.Using a vendor that utilizes the standard Archibus/FM scripts poses compatibility concerns. Without the use of Rand Worldwide?s (formerly Avatech Solutions) customized scripts, our ability to support and maintain the facility management system, which contains schematics for all of the EPA-RTP campus buildings, rooms, mechanical closets, electrical components and mechanical equipment, is negatively impacted.Since this procurement is considered a commercial service, simplified procurement procedures will be used in accordance with FAR 13. The period of performance is expected to be within 45 days after award. All interested parties who believe that they can provide these required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The intent of this synopsis is to determine if any other sources exist and NO Request for Quotation (RFQ) is available at this time; consequently, any responses that fail to provide the aforementioned information, and instead just request a copy of the RFQ, will not be honored.
