- This synopsis neither constitutes a Request for Quote, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the Walla Walla District, Corps of Engineers to identify contractors that can control pest plant growth through licensed herbicide application and some minor cutting of woody vegetation and blackberry bushes. This Sources Sought announcement is a tool to identify small business concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their capabilities and current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination whether to set-aside this requirement for small business. Include a statement indicating the size of your business (small business, 8(a) small business, HubZone small business, or Service Disabled Veteran Owned small business concern) and a Point of Contact. Description: The Corps of Engineers manages 612 acres of land and water for flood control, recreation, and wildlife habitat on the Mill Creek Project. A small, but conspicuous collection of pest plant species require control work on an annual basis as part of the Corps' management effort. The chief pest problems are as follows: (1) Yellow Star-thistle (Centaurea solstitialis). (2) Various Cirsium thistles. (3) Puncture Vine (Tribulus terrestris). (4) Various broadleaf invaders of irrigated lawns. (5) All woody stemmed invader species of project levees. (6) All invader species of concrete flood control channels, asphalt and concrete surfaces, gravel roads, and parking areas. Other efforts may include: Preparing and planting 5 wildlife food plots with crops beneficial to wildlife (5 acres). Fertilizing or aeration of Rooks Park (8 acres). Biological control (insects) for controlling water hemlock. The Contractor shall furnish all labor, equipment and materials for pest plant control at the Mill Creek Project. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. Capability and experience responses from interested firms are due no later than 2:00 p.m., Pacific Standard Time, on 29 Nov 2011 and should not exceed 5 one-sided, 8.5 X 11 inch pages.
