Description
This is a presolicitation for the 163d Reconnaissance Wing March ARB, Ca 92815 for the project entitled Companion Aircraft Program (W912LA-12-R-8001). The associated North America Industrial Code System (NAICS) code is 481219. This is a 100 % Small Business Set-Aside. The desired results are a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity Contract. This contract will be for a minimum of 24 months, with the option of continuing up to an additional 36 months, renewable on a yearly basis. The Contractor shall provide one (or more identical) T-53 aircraft and maintenance services necessary (except for those items furnished by the Government in Section II) to conduct all flight training. The aircraft will be used exclusively by the 163rd, or in support of the 163rd. For quality assurance purposes, the Government retains program oversight, but will not exercise direct supervision over the Contractor's employees performing services under this contract, except in the instance and interest of safety or national emergency. The Contractor shall provide the services set forth in this contract in a manner which allows the Government to safely conduct ARCAP. The Government shall provide all flight instructors and services, other than those provided by the contractor, necessary to perform flight training as defined in this document. The Contractor shall provide the capability to fly up to approximately 600 sorties per 12 month period. Use of aircraft will be provided at an engine running hourly rate to include fuel and oil (wet lease). Contract aircraft will be located at an FBO either at March ARB (civilian ramp at South end), or within close proximity to March ARB (within 25nm). The acquisition method that will be used is negotiated procurement. Price and non-price factors are approximately equal. Evaluation by the government will result in selection of a firm that represents the best value to the Government. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Offerors must be registered in the Central Contractor Registration (CCR) before an award can be made, see the CCR website at http://www.ccr.gov/ to register. The entire solicitation W912LA-12-R-8001 will be made available on the Federal Business Opportunities (FBO) Web Site at http://www.fbo.gov Paper copies will not be available. Once the solicitation is posted, on or about 7 November 2011, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents.
