DRAFT Statement of Work THIS IS A SOURCES SOUGHT ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW UP INFORMATION REQUESTED. IN ORDER TO PROTECT THE INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENT FOR PRESENTATIONS WILL BE MADE. The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Office of Acquisition Management-Laguna, is conducting a Sources Sought Notice for information purposes only to locate capable businesses. The purpose of this Sources Sought Announcement is to gain knowledge of potential qualified sources. Responses to this announcement will be used by the Government to make appropriate acquisition decisions. The Office of Acquisition Management-Laguna has a potential future requirement to provide escort and armed Detention Officer services of detainees in ICE, Enforcement Removal Operations (ERO) custody between various locations state wide for the State of Arizona (Phoenix Field Office). These services will be provided by contractor Detention Officers. Transportation and Detention Officer Services will entail bus, van and/or sedan over the road transport services, courtroom security services, and medical escort services and Detention Officer guard duties. The mission objective is to pick-up and safely transport detainees as expeditiously and efficiently as possible to/from processing centers, detention facilities, Ports of Entry/Exit, release locations airports, jails, prisons, court houses, juvenile centers, points of apprehension, hospitals and other points as needed and directed by the ICE/ERO. The North American Industry Classification System (NAICS) Code is 561612 (size standard of 18.5 million). The Contractor will be responsible for the security, control and well-being of detainees and accountable for the detainees' personal possessions during transportation/guarding. The Contractor shall furnish the necessary technical expertise, physical structure, equipment, personnel and services to transport detainees of all nationalities. Currently, the ICE/ERO detention system includes local and state facilities operating under intergovernmental service agreements (IGSAs), contract detention facilities (CDFs), and federally owned facilities. Likewise, the ICE/ERO transportation network is comprised of ICE-owned/operated vehicles as well as vehicles/staffing resources which are provided by contractors. Interested parties shall provide a brief description of their escort and armed Detention Officer services experience, qualification, past experience with similar contracts and any other information; which shows the contractor's ability to perform these requirements with attached draft Statement of Work (SOW). DOCUMENTATION OF EXPERIENCE, QUALIFICATIONS, PAST PERFORMANCE IN GUARDING BUILDINGS OR PROVIDING SECURITY THAT DOES NOT INCLUDE ASPECTS OF PROVIDING TRANSPORTATION DOES NOT FULLFILL THIS REQUIREMENT. In addition, interested parties shall provide the following information: 1) contract references relevant to the requirement. Include the contract number, agency, period of performance, contract value, point of contact with a current telephone number; 2) contractor's name, business address, business size, small business designation such as 8(a), HubZone, etc. and whether they currently have a GSA Schedule contract for these services. The Government reserves the right to consider a small business or 8(a) set-aside based on the responses received from this announcement. Responses are due no later than Noon on November 9, 2011. Electronic responses are required via email to al.kidd@dhs.gov. Any information received in response to this notice is voluntary and becomes the property of the Government upon receipt. Respondents will not be notified of the results of information gathered in response to this notice. All future information about this acquisition, including solicitation and/or amendments will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov. Interested parties are responsible for monitoring this site to ensure receipt of the most-up-to-date information regarding any future acquisition.
