- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Naval Medical Logistics Command has a requirement for a firm fixed priced Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract in accordance with FAR 16.5 for Benzodiazepine immunoassay urine reagent kits for the detection of Nordiazepam, Oxazepam, Temazepam, Lorazepam and Alpha-Hydroxyalprazolam abuse in urine to support the Department of Defense (DOD) Drug Testing Program Laboratories worldwide. The drug labs are located in San Diego, California; Jacksonville, Florida; Great Lakes, Illinois; Lackland Air Force Base, Texas; Fort Meade, Maryland; Tripler Army Medical Center, Hawaii; Dover Air Force Base, Delaware; and Rockville, Maryland. The Naval Medical Logistics Command (NMLC) intends to release a solicitation in late November 2011. This solicitation will result in one firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) requirements type contract with a five year period (base year plus four one-year options). Period of Performance shall be from 01 April 2012 to 31 March 2017. Approximately 900,000 tests shall be required in the base year, approximately 3,200,000 tests shall be required in the first option year, and approximately 5,500,000 tests shall be required annually for the second, third and fourth option years. The requirement will be fulfilled via an unrestricted, full and open competitive acquisition. There are no set-aside restrictions for this requirement. All responsible sources may submit an offer. The official release of the Request for Proposal (RFP) and all amendments will be posted on the Navy Electronic Business Opportunities (NECO) web site at https://www.neco.navy.mil/ which will upload to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. To receive consideration, Contractor must be registered with the Central Contractor Registration and have completed the Online Representations and Certifications (ORCA).
