Aerial of delineated area OFFICE SPACE WANTED BY THE U.S. GOVERNMENT Contracting Office Address General Services Administration, Public Buildings Service (PBS), Real Estate Division (9PRC), 450 Golden Gate Avenue, 3rd Floor East, San Francisco, CA, 94102-3434 SPACE REQUIREMENT The United States Government is seeking an existing facility for a Federal Agency comprised of a minimum of 14,800 useable square feet and a maximum of approximately 15,000 useable square feet of office space with at least three (3) secure, on-site parking spaces adjacent to the office space (less than 10 minute walk) in Oakland, CA. The space should be fully serviced including all utilities and janitorial services. Buildings offered would meet or be capable of meeting all of the following criteria: •· Have zoning that is compatible for Government's proposed use, as shall adjacent properties. •· The office space should be contiguous. •· Not be located within a 100 year flood plain or other geological or environmental impairments. •· Meet seismic standards contained in "Standards of Seismic Safety for Existing Federally Owned and Leased Buildings and Commentary", ISSC RP 6, or be a candidate for retrofit to meet same. •· Be located within a conforming office development setting with prestigious appearance. •· Have reasonable access to cable TV and fiber optics, along with supporting amenities. •· Have convenient access to major traffic arteries and to food service establishments and retail services. •· LEED certified / Energy Star rated. STANDARD CONDITIONS AND REQUIREMENTS The space offered must be fully serviced in a quality building of sound and substantial construction, either a new, modern building or one that has undergone restoration or rehabilitation for the intended use. The building and the leased space shall be accessible to workers with disabilities in accordance with the Americans with Disabilities Act Accessibility guidelines and the Uniform Federal Accessibility Standards. Wherever standards conflict, the more stringent shall apply. Describe any building performance or energy savings attributes of your building. The leased space shall be free of all asbestos containing materials, except undamaged asbestos flooring in the space, undamaged boiler or pipe insulation outside the space, in which case an asbestos management program conforming to EPA guidance shall be implemented. The space shall be free of other hazardous materials according to applicable Federal, State, and local environmental regulations. Additionally, the building must conform to Life Safety Performance Level of ICSSC RP 6. Further, the space must be altered to meet the Government's requirements. Should offered space be chosen for solicitation, offeror shall provide to the government evidence of ownership or control of site with initial offer. LOCATION To warrant consideration, the property must lie within the following boundaries: WEST: Jefferson Street between Interstate 880 on the South to San Pablo Avenue to MLK NORTH: 23 rd to Harrison to Lakeside to 12 th Street; to lst Avenue to International Blvd to14 th Avenue to Foothill EAST: 21 st Avenue to E 12 th Street; south to 23 rd Avenue, West to Livingston Street; Livington Street West to Embarcadero SOUTH: Embarcadero to Interstate 880; Interstate 880 between Embarcadero to the East and Jefferson on the West. LEASE TERM: 10 years / 5 years firm. OCCUPANCY: Occupancy is required no later than 04/01/2013. EXPRESSIONS OF INTEREST should be submitted to the following person and address in writing, via e-mail, or via fax, and should provide all of the following information: 1. Building name and address. 2. Rentable and usable square feet offered. 3. Pictures of building, common areas, parking and surrounding space offered. 4. Brief description of any amenities personal to this building or in the site area 5. Floorplan - showing floorplate size (including column placement) and building's surrounding area. 6. Method of measurement used to determine rentable square footage. 7. Common Area Factor (load factor) for available space. 8. Preliminary evidence of ownership/control of site, or applicable explanation. Expressions of interest will not be considered if required items as stated above are not provided with response. Responses must be received no later than 4:00 p.m., Tuesday, November 8, 2011. Submittal is received after this deadline shall not be considered.
